This is a Request for Information (RFI) in accordance with the Federal Acquisition Regulation (FAR) 15.201(c)(7) for the purpose of developing an acquisition strategy and obtaining industry input relevant to a possible future solicitation. This request is being issued for the purpose of exchanging information to improve the understanding of the Library’s requirements and industry capabilities. This RFI does not constitute a commitment by the Library of Congress (Library). The Library of Congress awards the Gershwin Prize for Popular Song prize (Gershwin Prize) to honor the lifetime work of a composer (of music and/or lyrics) and/or interpreter (singer/performer/artist) of a popular song. Past recipients include Tony Bennett, Burt Bacharach and Hal David, Emilio and Gloria Estefan, Billy Joel, Carole King, Paul McCartney, Willie Nelson, Smokey Robinson, Paul Simon, and Stevie Wonder. The Library is conducting market research to identify potentially capable providers and gather comments/suggestions regarding the development of a contract for the provision of musical broadcast production services for a live musical tribute concert featuring the honoree and artists that have been influenced or inspired by the honoree. The concert will be videotaped to create a sixty (60) to ninety (90) minute program for broadcast on Broadcast Television, Cable Television or Streaming Service. The Library selects the honoree The Library has final approval of the venue for the concert, content, and talent. Interested parties are invited to provide comments on the content of this announcement that include answers to the questions below, and to suggest requirements to include in a possible future contract. 1. Briefly describe your company’s experience and capability producing multi-artist live-to-tape musical concerts for television. Provide a list of artists and concert venues with which you have worked and/or for which you have provided services. 2. Provide a list of Distributors, Broadcast and Cable Networks and Streaming Services with which you have worked and/or to which you have provided services. Provide a brief description of your activities with each distributor/network/service. In each case, please state how the project was funded and whether and how the funding approach included licensing of distribution rights. 3. What are the accepted business practices for this type of work? 4. What types of contract structures have you used for the provision of this type of services? Master Service Agreements and Statement of Work Other contract structures 5. What is the typical price range for a program of this length (60 to 90 minutes), including both production costs and production fees? 6. Do you have experience with or interest in a production option at no cost to the Library of Congress? If so how will it be structured? Will the producer retain certain rights? In the past, the production has been funded primarily by the Corporation for Public Broadcasting. In addition to providing answers to the questions above, please provide suggestions and other comments that will help us improve the statement of work for a possible future solicitation. Note: This RFI is being issued solely as part of market research and planning being conducted by the Library and does not constitute a request for proposals or promise to issue a request for proposals in the future, or a commitment to contract for any supply or services (see FAR 15.201(e)) --Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. The Library will not pay for information requested nor will it compensate any respondent for any costs incurred in developing information provided to the Library. All information received in response to this notice will not be returned.
