This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions. The Library of Congress, Contract and Grants Directorate, intends to award a limited source contract for name brand LinkedIn Subscription Service. Human Capital Directorate (HCD) Talent Recruitment and Outreach Division has a requirement to upgrade the Library of Congress’ base level, free account with LinkedIn and is utilizing basic features but is not leveraging LinkedIn’s platform that reaches over 850 million members, which includes over 49 million job seekers every week, as an outreach and recruitment tool. The Library requires a tool that is known for its ease of use, social media-like behavior and functionality, and provides built-in access to an expansive social network. This tool will support in positioning the Library as an Employer of Choice and build a highly qualified, diverse applicant pool. In an effort to expand the number of LinkedIn users currently following the Library, HCD’s Talent Recruitment and Outreach Division will utilize the paid LinkedIn platform to create and promote the Library’s brand and to reach both active and passive job seekers. The scope of this contract is to acquire LinkedIn Premium Subscription Service for a Base plus two (2) Option Years. The services will provide support in positioning the Library to build a highly qualified, diverse applicant pool. This is not a request for quotes or proposals. Interested parties that believe they could satisfy the requirements may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Responses to this notice should demonstrate evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of the Library of Congress. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
