The Library of Congress (Library) is a federal agency that houses the world’s largest library collections and employs more than 3,000 people. Because of the value of the collections and the sensitive information and systems the staff may have access to, the Library must continuously update its personnel security policies. All employees entrusted at the Library are now subject to continuous vetting. If the Library determines that a drug testing agreement is required to maintain the trust the Library has in the employee, that employee may be required to submit to drug tests at least quarterly for a period of several years. The Library requires contractor support to perform and administer confidential multi-functional drug testing services as part of this effort. Amendment 0001 updates the POC, clarifies the Place of performance and provides Questions and Answers. Amendment 0002 updates the email addresses where proposals should be sent. There is no change to proposal due date of 6/5/2024. Amendment 0003 updates to the proposal due date, Statement of Work (SOW), Key Personnel, and Section L. See amendment 0003 for updates.
