This is a combined synopsis/solicitation: OVERVIEW / BACKGROUND: The Library of Congress (Library) requires continued technical support and software maintenance of its PoolParty Semantic Suite Licenses. In FY2020, the Congressional Research Service (CRS) procured Perpetual Licenses for PoolParty Enterprise Server and PowerTagging for O365, SharePoint 2013/2016 to develop, manage, and maintain taxonomy configurations; to apply the taxonomy to CRS content using automated tagging; and to identify potential new terms via text analytics. As a service unit of the Library, CRS works exclusively for Congress to perform research, analysis, consultations, and a wide range of services that inform Members of the House and Senate on legislative issues. During FY2019 thru FY2022, CRS developed its taxonomy system to improve access to its products, services, and expertise for both congressional clients and CRS staff. By tagging information consistently across systems and types of content, the taxonomy makes it easier to find work on a topic, connect with experts, and identify related content and topics. The taxonomy is applied to both information provided outside of CRS and content internal to the organization. The eventual scope of the taxonomy includes content in different repositories that is surfaced in multiple enterprise systems and on CRS websites.
