This is a solicitation for the Library of Congress ("Library") Cellular Upgrade IDIQ requirement. The Library has a requirement for an upgrade to the Library's Distributed Antennae Solution ("DAS") at various Library facilities throughout the DC region as our current system has gone end of life. This new requirement is for a single award IDIQ that covers various service areas as described in the solicitation. A pre-solicitation notice with background information was previously posted here on SAM.gov and a link to that posting can be found in the Attachments/Links section of this posting. The Library does not intend to re-post all that information in this posting, so please review the pre-solicitation notice if you have not done so already. The solicitation and attachments are also attached to this solicitation in the Attachments/Links section of this posting. If you are planning to submit a proposal in response to this solicitation it is very important that you submit your letter of intent and Non-Disclosure Agreement(s) (NDAs) by Monday, March 14, 2022 (see Section L in the solicitation for specific details on the letter). Please submit your NDAs and letter as a single package, if possible, by the deadline stated in the solicitation. It is easier for all involved if all the documents are submitted at once vs. multiple submissions. The Library recognizes that in certain cases changes in an offeror's procurement team may necessitate an NDA being submitted at a later date but we would prefer not to collect documents one at a time, if possible. Also, please note that failure to submit an NDA (or NDAs) will mean the Library cannot release the additional documents to your organization. The letter of intent alone is not sufficient to receive the additional attachments. Reminders: 1. The attachments attached to this solicitation are not all of the attachments for this solicitation. Once your organization has submitted your letter and NDAs, the Library will provide your organization with all of the needed attachments. 2. The Library walkthrough information and specific time and date for the walkthrough will be provided after the letters and NDAs are submitted. 3. Please note there are two Q&As planned for this requirement. The first before the walkthrough and the second after the walkthrough. 4. Please note that there is a variety of information that needs to be provided with your proposal. Most of that information is outlined in Section L of the solicitation but information related to the submission and requirements is also listed in the various attachments in this posting. For example, J33 has certification information for various positions you need to address in your proposal and L1 is a past performance reference form that needs to be submitted by third parties. Please make sure to review all of the attachments you receive. 5. Excel Spreadsheets are marked as final but may be edited to allow offerors to view the information and edit it in the case of the pricing sheet (Attachment J2). 6. The zip file of attachments consists of 36 documents. Attachments J1 - J34 and L1 - L2. 7. Please ask questions if something is unclear. We will do our best to answer all questions we receive. Key Dates: 1. Letter of Intent/NDAs Due - 10:00am ET on March 14, 2022. 2. Q&A #1 - 10:00am ET on March 16, 2022. 3. Walkthrough - Time and Date TBD. 4. Q&A #2 - 10:00am ET, 7 calendar days after the walkthrough occurs. 5. Proposals Due - 10:00am ET April 8, 2022.
