Amendment 2: The purpose of this amendment is to extend the deadline of quote submissions to 08/08/2022 at 5PM Eastern. This amendment also answers questions submitted by prospective offerors. - - - Amendment 1: All offerors shall follow the directions laid out in Section L. An offeror may submit multiple quotes to comply with the solicitation, and the latest quote provided shall supercede the others (if multiple quotes are submitted). - - - This is a public synopsis/solicitation being released under the authorit of FAR 13 / 13.5. The Library of Congress (Library), Office of Business Enterprises (BE) is responsible for developing and enhancing the Library’s fee-based services to the public by providing strategically targeted products and services. These products and services support the Library’s core mission and facilitate public access to its collections. The support services provided by BE are cost-recovery activities, where revenues are expected to fund operational costs as well as the cost of future growth and unforeseen circumstances. This legislative requirement to recover costs places a premium on efficient business practices, establishing economies of scale, and reducing unnecessary and redundant costs. BE has three core business entities that function separately: - Catalog Distribution Services (CDS) – Provides subscription based web services for catalogers and facilities distribution of the Library’s Machine-Readable Cataloging (MARC) data. - Duplication Services (DS) – Provides made-to-order replication of Library collection items. - Retail Services (Retail) – Operates onsite gift shop and e-commerce site to sell gift products. BE is seeking to leverage the Counterpoint system, which was initially procured for Retail operations, to manage its other business entities- Catalog Distribution Services and Duplication Services. The Contractor shall configure two distinct business entities within BEs existing Counterpoint system. Each business entity shall be configured to enable its own customer database, product database, order history and business reporting. Existing data shall be migrated from BEs Microsoft Dynamics AX R3 application in an excel format report. BE plans to migrate its existing product database. The product database for Cataloging Distribution Services (CDS) is comprised of 25 services. The product database for Duplication Services (DS) is comprised of approximately 150 services. The CDS product database only contains non-physical assets. The DS product database contains a combination of physical and non-physical assets. DS creates assets on demand and they are shipped immediately. Neither business entity maintains physical inventory. The existing customer databases shall be migrated for CDS and DS with approximately 5,000 records combined. Existing sales records shall be migrated for both entities. DS sales data shall include sales quotes and sales orders for the last 18 months activity. CDS sales records shall include orders from the last 24 months. Additionally, business analytics functionality and reporting is required to enable budgeting and management planning. See attached solicitation for more details.
