1/18/2022 Update: The Library received the following questions from vendors and the Library's answers are in italicized text. 1. Is there an incumbent contract and if so what is the number? There is no incumbent contract. This is a new requirement. 2. Do you have a brand name or equal to software LOC is looking for? This is not a brand name specific or a brand name or equal requirement. The software provided needs to meet all of the requirements in the solicitation. 3. How many licenses are required? A single licensed copy of the software is required per C.4. Schedule of Deliverables. The Library requires a license for the workstation described in Section C.3 of the solicitation. If the offeror is offering the Library user based licenses then the Library needs to be able to transfer those licenses freely between users in the event an individual leaves the Library or is unavailable. The Library of Congress ("Library") requires film restoration software for use in the Film Lab at the Packard Campus (NAVCC) Film Preservation Laboratory. This software will be used to digitally restore film images for motion pictures in the Library’s collections that have a variety of defects such as scratches, warping, movement and other image distortions. As such, many of these defects can be repaired using film restoration software for a solution that provides automatic, semi-automatic and interactive film restoration, cleaning, enhancement and repair. The software has to meet specific requirements as described in the attached solicitation.
