The Office of Chief Information Officer (OCIO) in the Library of Congress requires a state-of-the-art, cloud based online learning portal with dynamic and robust educational content. The online learning portal should provide both soft and hard skills necessary to cover the diverse needs of the Information Technology Partner Engagement (ITPE) Group. Soft skills refer to courses like public speaking and Hard skills refer to courses like how to use different functions in Microsoft Word and Excel. The OCIO requirement is to establish a cloud based educational portal for the approximately 100 employees within the ITPE Group.OCIO requires the ability to centrally manage and to track user access and educational progress. Centrally manage means one person would set up all of the user’s accounts and manage them. Due to the ever changing nature of technology, OCIO requires the platform to provide learning materials that are current and to permit student teacher engagement.
