This notice serves as a combined synopsis solicitation, which has been updated with an amended solicitation extending the proposal due date to Monday August 16, 2021 at 9am EST. The amended solicitation has also been attached contemporaneously with updated notice. All other information remians the same as stated below.. The contractor shall provide managed services, technical and Network Library support, and hosting facilities at the contractor’s site to host the NLS provided Xpress-IOSS software. The contractor shall stand up the hosting environment, obtain the necessary software licenses for operating systems and software necessary to support the XPRESS software, install the XPRESS software (provided by NLS), and obtain the necessary LC IT Security approvals to operate. The contractor shall provide and maintain the LC managed Assessment and Accreditation package for the Xpress-IOSS system of which the hosting facilities and services are a component. The contractor shall prepare the package to obtain an Authority to Operate (ATO) for their system. The contractor shall provide Library Support Services (LSS) to libraries in the NLS network, on a schedule basis or demand, include weekly ship - Batch Reports, Postal Returns, and Shipping & Messenger Services. The contractor shall be the technical expert for the Xpress-IOSS application and environment and shall provide technical support to NLS to ensure correct system operation, answer technical questions, perform systems analysis, analyze software or database issues, and resolve problems. The contractor shall provide consulting and technical support services to authorized developers of Third party library circulation systems used by NLS affiliated libraries that are provided by companies not affiliated with NLS. Third party circulation systems within the NLS network must interoperate with one of the three components of the Xpress-IOSS system that is The Patron Information and Machine Management System (PIMMS). These Third party systems interact with PIMMS via the PIMMS Application Programming Interface (API). The contractor shall provide the hosting environment, any hardware and software licenses (see section J, attachments) necessary to stand up and operate the XPRESS-IOSS, which includes Web-READS, PIMMS XESS and for support of Interlibrary Loan 2, Network Library Database 2, and XESS 2.
