C.1. OVERVIEW / BACKGROUND. The Library of Congress (LOC) requires localized, site-specific training for volunteers seeking to create donated collections that meet the scope, standards and criteria of the American Folklife Center’s Veterans History Project (VHP). Congress mandated VHP to grow the oral history collections of US veterans. VHP accomplishes this mandate by encouraging the public to interview and gather first-person narratives of the US veterans in their lives and communities and donate products of those interviews (e.g., recordings, compilations of original photographs, and manuscript materials) to the Library of Congress. The workshops will delve into the best practices of interviewing informed by the academic fields of Oral History and Folklore to provide the range and depth of instruction to as wide a field of the general public as possible, and ensure these important voices and perspectives of US veterans from WWI to the current conflicts are preserved. VHP has an average of twenty training workshops per year to meet this mission requirement. C.2. SCOPE. The contractor shall provide technical support to maintain a national network (50 states plus US territories) of Folklorists and Oral Historians to facilitate training workshops in accordance with VHP’s standards and guidelines (see attachment A). C.2.1.PERFORMANCE AREAS. The contractor shall assist LOC with directing and guiding volunteer organizations in hosting training workshops. The contractor shall provide qualified workshop leaders from its national network of Folklorists and Oral Historians to conduct workshop trainings. C.3. REQUIREMENTS. C.3.1. The contractor shall provide a workshop leader within 7 days of VHP’s notification of workshop need and location(s). Once the contractor identifies a workshop leader, VHP shall provide the contractor with the volunteer organization’s point of contact (POC). C.3.2. The contractor shall contact the volunteer organization’s POC to confirm location(s), date(s), and time(s) of workshop(s). The contractor shall notify VHP of confirmation. C.3.3. The workshop leader shall ensure that each training workshop is a minimum of 2.5 hours in duration with the curriculum covering the collecting of historical narratives, biography, first-person documentation and oral history of US veterans for the purpose of submission to the VHP collections at the LOC. C.3.4. The workshop leader shall conduct each training workshop with a minimum of 25 to a maximum of 60 volunteer participants. C.3.5. The contractor will close out each training workshop by providing at minimum the following: C.3.5.1. Total number of workshop participants C.3.5.2. Evaluation by Workshop Participants (Attachment B) C.3.5.3. Evaluation by Workshop Leader (Attachment B) C.4. CONTRACT PERFORMANCE See Section C of solicitation for deliverables. C.5. ADDITIONAL INFORMATION C.5.1. PLACE OF PERFORMANCE. The Contractor shall perform the work under the contract at the contractor’s site and training workshop location(s). The initial kick-off meeting and additional adhoc meetings shall be held at the government’s site in Washington, DC or by conference call on Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Volunteer organization workshop location is at no cost to the government. C.5.2. GOVERNMENT FURNISHED PROPERTY. VHP will provide access to information necessary for the execution of these tasks: background information, draft reviews, instructional materials such as Field Kits, videos, and PowerPoint template. C.5.3 DEFINITIONS C.5.3.1. LOC/VHP: Employees of the Library of Congress, Veterans History Project C.5.3.2. Workshop Leader: Individual(s) who facilitate training workshops C.5.3.3. Volunteer Organization: Organized group (e.g., Congressional Offices, High Schools, veteran organizations, etc.)
