This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 05GA0A25Q0018 is issued as a Request for Quote (RFQ) and one Firm-Fixed Price (FFP) contract will be awarded as a result of this solicitation. This Request for Quotation incorporates provisions and clauses in effect from the Federal Acquisition Regulations (FAR) Federal Acquisition Circular (FAC) 2025-03, Effective: January 17, 2025. The North American Industry Classification Systems (NAICS) code for this acquisition is 491110 - Postal Service with a business size standard of $9 Million. The Contractor shall provide the Contract Line-Item Numbers (CLINS) as outline in the attached SF1449. Description: The U.S. Government Accountability Office (GAO), Infrastructure Operations (IO), Facility Management, Shared Services and Mail, has a need for Electronic Postage mailing services (E-postage). E-Postage services are designed to provide centralized access to all of GAO mailing/postage needs, while maintaining a centralized tracking capability of postage costs and types of postage used. The period of performance will be a 12-month base period and four (4) 12-month option periods: Base Period: July 1, 2025 through June 30, 2026 Option Period 1: July 1, 2026 through June 30, 2027 Option Period 2: July 1, 2027 through June 30, 2028 Option Period 3: July 1, 2028 through June 30, 2029 Option Period 4: July 1, 2029 through June 30, 2030. The Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the provision. Contractors shall provide a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its quotation.
