THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT. The purpose of this announcement is for market research to assess industry's small business concerns, including SBA Certified 8(a) Firms, Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Woman Owned Small Business (WOSB) capability and interest in performing this requirement. The Government must ensure there is adequate competition among the potential pool of responsible contractors. General Services Administration (GSA), Region 5, is seeking a Provider/Offeror for mechanical operations and maintenance service at the Ralph H. Metcalfe Federal Building located at 77 West Jackson Blvd in Chicago, Illinois. The services will include providing management, supervision, labor, materials, equipment, and supplies for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of equipment and systems located within the property line of the Metcalfe Federal Building. This contract will ensure the safety of the building equipment operations and maintain the building assets. The anticipated performance period would be one (1) base year period with four (4) 1 year option periods. The solicitation will contain an operations and maintenance work statement for performance-based services; this performance based approach focuses on outcomes as opposed to prescriptive requirements. The specification will represent GSA's performance objectives and minimum levels of services to be provided by the contractor. This performance based requirement demands a greater emphasis by the contractor on self-evaluation, robust quality control processes and strict oversight of building operations to ensure the highest level of efficiency. The Contractor will be required to maintain a quality control program to ensure that the requirements of this contract are met. The Method of Award for the possible subsequent solicitation will be based on past performance and total evaluated price. NOTE: All contractors doing business now or in the immediate future with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration in the SAM database is www.sam.gov. All contractors interested in obtaining a copy of the anticipated future solicitation must be registered in the Government Point of Entry (GPE)-FedBizOpps (FBO) system at www.fbo.gov. REPSPONSE TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement nor will responses to this announcement be considered as an adequate response to any future announcement.
