This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a Request for Proposal. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. GSA is in the process of determining the availability, adequacy, and capabilities of potential small business sources prior to issuing a Request for Proposals for a General Contractor to perform a potential construction contract at a federal building in San Diego, among small businesses. The estimated contract is valued at between $1-5 million. The NAICS code is 236220.The contract is anticipated to involve the following work: Provide construction services involving approximately 15,000 square feet on a partially occupied floor at the USCH in San Diego, CA. The tenant improvement includes construction of four (4) new magistrate chamber suites and Clerk of the Court office space. This project will involve the following: mechanical, electrical, plumbing, elevator programming, fire and life safety, data, audio and visual, and security systems; the highest quality interior finishes; and extensive premium quality, AWI certified woodwork in the courtroom and judge’s chambers. The work must be performed after hours with no disruption to the existing building tenants and operations. The above scope of work statement is merely a synopsis of the anticipated scope, and is not a contractual description. If an RFP is issued for this work, the SOW included in the RFP, and eventual contract will be the contractual requirement. This above description is just to convey a general sense of the work to be required, solely for the purposes of this request for capability statement, subject to change with the issuance of an RFP and/or contract. It is anticipated that a possible RFP will be issued for this requirement in the winter of 2023, with an award projected for approximately early summer 2023. If your firm is interested in this work, and anticipates submitting a proposal in response to an RFP for this work, please respond to this request for capability statements with the following information. All information submitted is subject to verification. Additional information may be requested to substantiate responses. Please provide proof (i.e. DUNS/UEI number, SAM.GOV Registration printout, certification letter from the Small Business Administration, etc.) that your firm is a Small Business in accordance with NAICS code 236220 (average annual receipts less than $45 million for the past three years). Identify if your firm is an 8(a), Small Disadvantaged Business, Women-owned Small Business, HUBZone Small Business, Service Disabled Veteran-Owned Business, or Veteran-Owned Small Business. (For additional information on small business concerns visit www.sba.gov) Letter from Bonding Company certifying that the small business firm has bonding capacity in excess of $5 million for a single project. Provide three projects that meet the below definition of similar project and demonstrate the small business firm’s past experience as a General Contractor. Submit a reference for each project submitted. - A renovation or alteration construction project in an urban setting - Over 10,000 square feet of total work including mechanical, electrical, plumbing, elevator programming, fire and life safety, data, audio and visual, and security systems, or highest quality interior finishes - A contract price of at least $4,000,000.00 - Either a school, airport, hospital, courthouse, museum, correctional facility, military facility (not a hangar or other similar storage facility), or other governmental office facility. Facility must have been occupied and operational during construction.
