The intent of this notice is to assess the industry's small business concerns, including SBA Certified 8(a) Firms, Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB), capability and interest in performing this requirement. The Government must ensure there is adequate competition among the potential pool of responsible contractors. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a formal solicitation. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. The General Services Administration (GSA), Region 05, is seeking a contractor to remove and replace existing R22 HVAC units at the Major General Emmett J Bean Federal Center (Base) and the Daycare (Option) located at 8899 E. 56th Street in Indianapolis, Indiana. Approximately 12 HVAC units currently utilize R22 freon at the Bean Center (Base) and 10 HVAC units at the Daycare (Option). The construction cost estimate is between $500,000 and $1,000,000. The on-site period of performance is 90 calendar days for the Base and 90 calendar days for the Option. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 238220 with a small business size standard of $16.5 million. If you are an interested party, submit the 1) Market Research Questionnaire and 2) Project Experience Form for a minimum of two similar projects that were substantially completed within the last eight years. Similar projects should be comparable in size, scope and complexity as defined by the following characteristics: The project involved renovations to an existing building that included HVAC work. The total project construction cost at award of the construction contract was within the estimated range of this project. Project involved construction in an occupied building.
