General Services Administration (GSA) Federal Acquisition Service (FAS) RFQ QSDBN-T2-19-VITRO Synopsis- Notice of Intent to Sole Source The purpose of this synopsis is to announce the General Services Administration's (GSA) intent to negotiate a Firm Fixed Price sole source blanket purchase agreement (BPA) with Ortho Clinical Diagnostics, located at 1001 US Route 202, Raritan, NJ 08869-0606 for the purpose of acquiring maintenance & repair services for Ortho chemical analyzer equipment onboard US Navy ships. The Government intends to negotiate solely with Ortho Clinical Diagnostics per FAR 13.106-1(b), as no other source can satisfy agency requirements. Ortho Clinical Diagnostics is uniquely qualified to provide this service. Ortho Clinical Diagnostics is the sole manufacturer and distributor of the Vitros 4600 Chemical Analyzer and the ECI Analyzer equipment. Preventative and corrective maintenance for this equipment must be performed by trained technicians certified by the manufacturer to ensure that the units are operating within original equipment manufacturer (OEM) specifications. Additionally, tools specific to the manufacturer are required to perform adjustments and repairs. No other vendor is authorized to provide preventive and corrective maintenance on this equipment. Market research indicates that Ortho Clinical Diagnostics is the only source capable of providing OEM trained technicians and parts and therefore is the only source capable of meeting the Government's needs. The NAICS code for this acquisition is 811219, with a size standard of 1250. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses received by 04/25/2019 2:00 PM Central Time will be considered.
