Note: The Inflation Reduction Act of 2022 (IRA), Pub. L. No. 117-169, enacted in August 2022, provided GSA with significant funding for (a) measures necessary to convert facilities to high-performance green buildings, (b) acquisition and installation of construction materials and products with substantially lower levels of embodied greenhouse gas emissions, and (c) emerging and sustainable technologies. The Contract resulting from this Synopsis will be funded in part by IRA appropriations, and it contains numerous IRA-specific requirements. Requirements include, but are not limited to, requirements regarding pricing, invoicing, submittals, materials, and construction. In addition, please note that the Solicitation will contains an evaluation factor favoring certain construction materials with the lowest possible levels of embodied carbon. Once received, offerors shall carefully review the Solicitation, the Agreement, the Statement of Work, the Specifications, and the Drawings. Offerors are responsible for accurately pricing and, if successful, fully performing all Contract requirements. This is a Sources Sought Letter of Interest (LOI). This LOI should not be construed as a Request for Proposal (RFP), or any solicitation or obligation on the part of the Government. The Government does not intend to select or qualify proposals or offers on the basis of this LOI or otherwise pay for information obtained via this LOI, or in response to this notice. No basis for claim against the Government shall arise as a result of a response to this LOI. The Government is performing market research to determine the feasibility of contracting for various energy technologies for the purpose of providing resilience solutions to the General Services Administration. GSA Region 7 is planning to develop energy conservation measures (ECMs) funded by the Inflation Reduction Act (IRA) at many of our government owned facilities in multiple locations in Texas and Louisiana.
