This is a combined Synopsis/Solicitation for commercial item (Supplies and Services) prepared in accordance with the format in FAR Subpart 12.603, and guidance of FAR Part 12 and FAR Part 13 as supplemented with additional information included in this notice. General Services Administration (GSA) Federal Acquisition Service (FAS) Large Special Order Program (SOP) anticipates the award of a firm-fixed price (FFP) Purchase Order as the result of this Request for Quote (RFQ). This announcement constitutes the only Solicitation that will be published; quotes are being requested and a written Solicitation will not be issued. This combined Synopsis/Solicitation will be provided electronically only. The solicitation number is ID22200103 and issued as a RFQ. GSA intends to award a single FFP Purchase Order. The clauses and provisions referenced in this solicitation may be reviewed/obtained in full text form at http://www.acquisition.gov/far. The Solicitation document, the incorporated provisions and the clauses are those in effect through Federal Acquisition Circular (FAC) 2020-09. This requirement is being advertised as a Small Business set-aside and only qualified offerors may submit quotes. The applicable North American Industrial Classification Code System (NAICS) code is 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing and small business size standard is 500 employees. The appropriate Federal Supply Class (FSC) is 6115, Generators and Generator Sets, Electrical. In accordance with instructions from Section L of the RFQ, offerors shall submit all parts of their quote to the GSA Contracting Officer, Tammy Mattox, via the GSA ASSIST Electronic Ordering System (ITSS) NLT Friday, November 6, 2020, 4:00 PM Central Standard Time (CST). After you submit the Company and POC information, you will be added to the Solicitation which will allow you to submit your quote via ASSIST. Should you have issues with access to the ASSIST/ITSS System or solicitation, you may forward your quote directly to the Contracting Officer via email at tammy.mattox@gsa.gov The link to ITSS is listed below and the ITSS Help Desk number is 1-877-243-2889. ITSS web page is https://web.itss.gsa.gov/Login. To submit a quote for consideration for award, offeror must send GSA an email identifying (1) offeror’s name, and (2) the name of the individual employee who will act as the offeror’s point of contact (POC) for this requirement that is “registered in ITSS.” OFFERORS MUST IDENTIFY THE COMPANY NAME AND THE POC’S NAME EXACTLY AS IT APPEARS IN ITSS. “Registered in ITSS” or “Registration in ITSS” means an offeror is successfully registered in ITSS such that the Government can select offeror’s designated POC in ITSS to receive the RFQ, view an order, and be able to submit a quote. Some offerors have multiple company divisions and employees registered in ITSS making it difficult for GSA selection. Therefore, to ensure that offeror is able to submit a quote, prompt submission of the above ITSS offeror information (offeror’s name and POC) is requested.
