The Govern... This is notice that the Government intends to negotiate with only one source under the combined authority of FAR 8.405-6(a)(1)(i)(B) and FAR 13.501(a)(1). The intended source is IHS Markit. The Government is pursing a non-competitive action for access to IHS' database of documents as the customer requires access to many government-controled and commercial documents which also complies with government Standards Developing Organizations. A combined authority is cited above because while the majority of the contract value is against IHS' GSA Schedule contract, GS-02F-024DA, there is a significant portion of the contract value that is considered to be open market. As such, the Contracting Officer shall post the justification document to FedBizOpps within fourteen (14) days of award in accordance with FAR 8.405-6(a)(2)and FAR 13.501(a)(1)(iii).
