This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for proposals or as an obligation on the part of the Government to acquire any products or services. Responses to this Sources Sought Notice will be treated as information only. No contract will be awarded from this announcement. Data submitted in response to this RFI will not be returned. Information is being requested in order to develop the final acquisition strategy. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. The Department of Housing and Urban Development (HUD), Government National Mortgage Association (Ginnie Mae), Office of Enterprise Risk (OER) has a requirement for Financial Business Subscription Services. OER requires in-depth financial analysis and data services in a suite of comprehensive financial content covering financial news and analysis; reviews of domestic and global banks; financial industry data; annual and quarterly regulatory filings; bank performance and peer analytics; earnings reports; and announcements and investor presentations. This content shall be delivered on-line as electronic subscription services of financial data. Electronic financial delivery products are unique because they support the integration of financial information directly into Ginnie Mae's proprietary software models and applications to facilitate financial analysis and better management of the Ginnie Mae Risk Profile. In an effort to obtain this information, OER is seeking to procure a subscription the following unique suite of comprehensive on-line financial subscription services (Standard and Poor (S&P) and SNL Financial (SNL)) information) with in-depth financial analysis and data, which shall include comprehensive data, news and analytics for banks and other financial institutions. The following is a description of those salient physical, functional and performance characteristics of S&P Financial Subscription Services that an "equal" item must meet to be acceptable: Financial News – Real-time updates and analysis, newsletters, source documents, keyword searches, RSS feeds (Earnings Calls, Investor Presentations, etc.), email alerts, and searchable archives. Events Calendar – Complete listings of conference calls, earnings releases and company meetings. Briefing Books – Complete corporate profiles generated instantly in PDF or MS Excel format. Market Data – Stock market highlights, fixed income pricing, index values, rates and yields, and peer analysis. Research Reports – Industry, Corporate, equity and fixed-income reports from leading analysts and market-leading contributors. Industry Data – Industry documents (Call Reports, SEC Filings, etc.) trends and analysis, demographics, league tables, and M&A statistics (ability to perform on-the-fly). Analytics – Very powerful, yet intuitive tools for corporate finance and investor analysis, including real-time MS Excel add-in functionality. Mapping – Bank branches, real estate property, demographic and geographic layering. Features should also include: Templated GAAP Financials, as reported bank and bank holding company regulatory and statutory reports (allowing for period and consecutive period analysis), Merger and Acquisitions with M&A history, detailed deal analysis, and government assisted deal coverage, Capital structure and capital offerings, The Street’s consensus and individual estimates, Investor-quality research reports, Corporate structure and ownership (family-tree analysis), Executive compensation and bios, Source-tagging and ratio dissection. The contractor shall be able to provide the following unique and comprehensive on-line financial services which shall include comprehensive data, news and analytics for banks and other financial institutions, including (brand name or equal): RatingsDirect: An integrated, web-based solution supporting credit risk-driven analysis and decision making with access to a wide range of capabilities that span the credit spectrum. License Support for ten (10) users. RatingsXpress: A customizable digital feed of S&P’s Credit Ratings database, that provides access to S&P credit ratings on more than 9,000 Global Issuers, 400 Sovereign and International Public Finance entities, 19,000 Structured Finance transactions, and nearly a million maturities. Available via 3rd Party Vendor Platforms, and directly via multiple formats, including XML, RatingsXpress provides on demand access to S&P’s timely credit market coverage and credit ratings, with optional history dating back to 1922. License Support for ten (10) users. The anticipated base period of this subscription is one year with four (4) subsequent one year option periods.
