The U.S. General Services Administration, National Capital Region (NCR), Contracting Division hereby publicizes its intention to solicit, negotiate, and award a firm-fixed-price contract on a noncompetitive basis with Fitch Solutions, Inc. located at 33 Whitehall St Fl 19, New York, NY, 10004-2148. The proposed contract will be a Firm-Fixed-Price follow-on to DU100A-15-P-0001, which is also a Sole Source Award. The effort will support the Ginnie Mae Office of Enterprise Risk with Fitch Research online financial subscription services which provide ratings and research as well as leading analytical tools and ongoing surveillance. The services provided by Fitch will provide access to a suite of comprehensive financial information, issuer ratings and analysis to support Ginnie Mae's efforts to perform the following: Financial Analysis, Risk Assessments and Industry Research. Automated data feeds from Fitch support the integration of the above services and related information directly into Ginnie Mae's proprietary applications (CorporateWatch) and models to facilitate analysis and improve data integrity. Fitch's Ratings Delivery Service features packaging and delivery of a variety of Fitch proprietary data into a single standardized data feed. Additionally, Fitch Research services provide unlimited access to experienced Fitch ratings analysts all over the world to help them monitor up-to-the-minute rating changes, understand credit trends, and make informed investment decisions. Other data services available within its integrated data service includes company financials, CDS and ABCDS pricing data, CDS implied ratings, equity implied ratings, and probabilities of default. This effort will require a contractor with expertise in all of the areas listed above and specialized knowledge and expertise on the nuances of the current existing effort. Fitch Solutions, Inc. currently provides Fitch Rating subscription services and has the necessary experience, technical and operational knowledge and resources immediately available to allow for continuation of these highly specialized financial subscription services. Additionally, Fitch Research services provide unlimited access to experienced Fitch ratings analysts all over the world to help them monitor up-to-the-minute rating changes, understand credit trends, and make informed investment decisions. The services to be provided by Fitch are unique and are only provided by their firm. Only one responsible source and no other services will satisfy the requirements. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, responsible sources may identify their interest and submit a capability statement, which shall be considered by the agency. Any response must clearly show the firm's ability to be immediately responsive without compromising the quality, accuracy, and reliability of services provided.
