CLIN 0001 Management Plan - The contractor shall develop a management plan in draft for review by and coordination with Army’s Technical Point of Contact (TPOC) and the Office of Personnel Management COR. CLIN 0002 Task 1 Services - Provide Integrated Personnel and Pay System - Army (IPPS-A) Personnel and Process Needs Analysis; Training Needs Analysis; Training and Learning Solutions; and Training and Learning Solutions Effectiveness Evaluation; Develop DOTMLPF-P Solutions; HR Program of Instruction (POI) Development, Review, and Improvement; Course Delivery Recommendations; Conduct IPPS-A System Development Recommendations. The IPPS-A transformation the elimination and conversion of the following HR systems: eMILPO, EDAS, Datastore, TOPMIS, and AHRS PERNET. The following systems that will have interfaces with IPPS-A are: DCIPS, DTAS, IPERMS, HIMS, HURS, TPS, and COPS. In addition, the contractor shall work with the integrated teams and other contractors (Contracted by the PMO to build the IPPS-A System and who directly support the PMO to integrate and field the system). This task will focus on HR Program of Instruction (POI) lesson plan curriculums for the 20 courses listed below: 1. Human Resources Specialist Course (AIT) 2. Human Resources Advanced Leaders Course (ALC) 3. Human Resources Senior Leaders Course (SLC) 4. Human Resources Master Leaders Course (MLC) 5. Adjutant General Basic Officer Leader Course (BOLC) 6. Adjutant General Captains Career Course (CCC) 7. Adjutant General Warrant Officer Basic Course (WOBC) 8. Adjutant General Warrant Officer Advanced Course (WOAC) 9. Human Resources Management Qualification Course, Phase 2 10. Brigade S1 Course 11. Human Resources Plans and Operations Course 12. Adjutant General Captains Career Course – Reserve Component, Phase 1 13. Adjutant General Captains Career Course – Reserve Component, Phase 3 14. Warrant Officer Advanced Course WOAC – Reserve Component, Phase 1 15. Warrant Officer Advanced Course WOAC – Reserve Component, Phase 2 16. IPPS-A Functional Course – Administrator Course 17. IPPS-A Functional Course – Institutional Training Support Course 18. IPPS-A Functional Course – Data Managers Course 19. IPPS-A Functional Course – Internal Controls/Audit Course 20. CLIN 0004 Task 3 Services - HR Transformation Through DOTMLPF-P Support to the TRADOC Capability Manager – Human Resources Through Analysis, Planning, Course of Action Development, and Transition to Executive Agent; Determine Responsive HR Training Solutions; Army Doctrine Publications (ADPs) – Review, Revalidations and Concepts Development; Evaluate and Develop HR ADPs; Develop Lessons Learned from Army HR ADPs; Change Management Recommendations of Army HR ADPs; Implement Army HR ADP development processes; Force Developer; Materiel Integrator; Training Integrator; Proponency Integrator; Education and Leader Development.
