This acquisition is conducted under the authority of FAR 6.302-2, Unusual and compelling urgency. This justification covers the urgent and compelling requirement for Guard and Transportation Services which includes guarding, and handling of prisoners within and between detention facilities, medical facilities (to include 24 hour guarding in hospitals), Justice Prisoner Alien Transportation System (JPATS) airlift sites, federal courthouses, federal buildings, and cellblock areas.
