The proposal closing date has been extended to March 20, 2019 at 8:00 AM CST NOTICE TO ALL INTERESTED OFFERORS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number is ID07190013. The solicitation is issued as a Request for Proposal (RFP) in accordance with FAR Parts 12 (Commercial Items/Services), 15 (Contracting by Negotiation) and 37 (Services Contracting). This acquisition will utilize a total set aside for small businesses. North American Industry Classification System (NAICS) Code is 484230 and the small business size standard is $27.5 million dollars. All interested offerors will be required to submit their quote via GSA's IT Solution Shop (ITSS) web-based order processing system. Quotes will only be received and awarded via ITSS. In order to register, please contact the ITSS Help Desk number at 1-877-472-4877 or register online at the ITSS webpage: https://portal.fas.gov. The solicitation is posted via FBO.gov; however, offerors must also register to receive the solicitation information via ITSS, utilizing the following guidance: Offerors shall use IT Solution Shop (ITSS) to receive the RFQ and all amendments, as well as submit its quote through the system. To receive the RFQ and submit a quote for consideration for award, all interested offerors must: send GSA an email identifying (1) offeror's name, and (2) the name of an individual offeror employee who will act as the offeror's GSA point of contact (POC) for this requirement that is "registered in IT Solution Shop (ITSS)". OFFERORS MUST IDENTIFY THE COMPANY NAME OF THE OFFEROR AND THE POC'S NAME EXACTLY AS IT APPEARS IN ITSS. "Registered in ITSS" or "Registration in ITSS" means a vendor is successfully registered in ITSS such that the Government can select offeror's designated POC in ITSS to receive the RFQ, view an order, and be able to submit a quote. Some offerors have multiple company divisions and employees registered in ITSS making it difficult for GSA selection. The contractor needs to be registered in ITSS by February 27, 2019. This is not a solicitation. This notice does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ) or Request for Proposal (RFP), nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. For the purpose of this acquisition, the NAICS code is 484230, Specialized Freight (except Used Goods) Trucking, Long Distance and the small business size standard is $27.5M. Information received in response to this notice will be used to further define the government's requirement and determine if two (2) or more capable small businesses respond with information sufficient to support a small business set-aside. We encourage all interested large and small businesses capable of satisfying the requirement in full to identify their capabilities in meeting the requirement. Information received as a result of this RFI will be used solely for market research purposes. The Government shall use this market research in determining the best method of procurement, which is part of the acquisition planning process. This RFI is for information purposes only and no award will result from the RFI. This RFI shall be open from December 11, 2018 through January 2, 2019. All responses are due not later than 5:00 PM CST, January 2, 2019. All responses shall be limited to email correspondence and limited to 10 pages, single spaced in Times New Roman 11 pt. font. RESPONSE TO THIS RFI: In order to be considered responsive to this RFI, please provide a concise capability brief that includes: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial). The narrative shall draw direct correlations and relate directly to the requirement described herein, and shall directly demonstrate the interested contractor's capabilities to perform the effort herein through the examples of past experience provided. Failure to provide the information as requested by the due date will result in the Government's continuance of the acquisition planning phase, without giving consideration to the capabilities of the contractors who do not respond timely.
