The General Services Administration, 230 S. Dearborn St, Suite 3500, Chicago, IL 60604, intends to issue a sole source Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to ViaSat, Inc., 6155 El Camino Real, Carlsbad, CA 92009-1602. This effort is to provide airborne intelligence, surveillance, and reconnaissance equipment to include Handheld Link 16 Radios, Digital Aided Close Air Support Gateway-Special Operations Forces (SOF) , Small Tactical Terminals (STT), Airborne Mobile Broadband antennas (VR-12) and associated terminal and hub equipment, High Assurance Internet Protocol Encryptor devices, Secure Mobility Architecture Software and Services, Multi-Mission Satellite Modem, Multi-Mission Satellite Terminal, Enhanced Bandwidth Efficient Modems, Linkway Modem Networks, ArcLight Global C2 Network transceivers and hub equipment and support, ViaSat Data controllers, DAMA Order-wire Channel Control Trainer/Simulator (DOCCT/S), High Capacity Satellite Studies, High Capacity Satellite Services and Airtime, associated ancillary items, required sustainment and support services, New Equipment Training (NET) as required, and engineering and test services to enable procurement, installation, integration, test, and life-cycle support for Joint tactical warfighters. A request for proposal is expected to be issued 7 February 2019. Anticipated award date is 22 March 2019. The resultant IDIQ will utilize both Time and Materials and Firm Fixed Price task orders with periods of performance determined when the respective request for quote is issued. The authority for this sole source action is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency requirements. Oral requests will not be accepted. Responsible sources may submit a quotation, which shall be considered by the agency.
