In the absence of an enterprise records information management system for tracking all employees on Work Without Compensation (WOC) appointments, individual facilities utilize locally developed solutions. This approach has resulted in inefficiencies and inconsistencies in HR transactional and operational processes, as well as incomplete data reported on mandated reports (e.g. Congressionally Mandated Reports (CMRs), GAO Studies, etc.). Additionally, this lack of enterprise-wide tracking leads to an inability to track Health Professional Trainees (HPTs) throughout the trainee lifecycle. The management of WOC challenges has resulted in the Department suffering from the inability to successfully recruit these personnel into critical medical positions following the completion of their clinical training. The requested requirement will result in a Functional Design to add functionality for tracking of all employees on WOC appointments and to provide manager and employee self service capabilities within the HR Smart solution. The Functional Design is the first phase of the WOC project enhancement. The project being procured will include validation of requirements; conducting a Fit Gap analysis and building a pilot for VA to demonstrate the new features and functionality of the proposed WOC solution. The design will provide for a common data repository for storing, tracking and maintaining VA WOC’s personal and employment data that is integrated with HR Smart. Training requirements for up to six (6) job aids specific to the WOC community will also be created. The period of performance for the Functional Design portion is approximately ninety (90) days from date of award.
