Summary of attached LSJ: The current action, per Project Change Request (PCR) 072, is to provide funds necessary to expand deployment support, provide additional sprint design & development and Maintenance and Customer Change (MACC) release functionality. Throughout the duration of this PCR, the Manpower user community will be actively engaged in reviewing IBM’s progress in meeting business requirements as VA works iteratively with IBM to refine Manpower capabilities to ensure mission success. This work also includes business analysis and functional support to further define, validate, and configure functionality within the HR Smart application to fully meet the requirements provided by VA for Employee Self-Service. The Employee Self Service (ESS) capability provides for employees to engage in personnel transactions made on their behalf in HR Smart. As well, employees will be able to update their personal information and other administrative tasks on their own vice having to coordinate with management and HR Professionals. This will result in an improvement in employee data and reduction in work for HR professionals enabling the HR professional to use their time more effectively in providing services to veterans. It is necessary to acquire these services in order to support the workforce planning mission of VA to ensure that the workforce is right sized and acquired to align with organizational objectives and goals and to ensure emplyees can engage in administrative actions on their behalf. The work will be performed on a Time and Materials basis at an estimated 12,236 hours for a NTE of $3,676,720.00. The period of performance will be date of award through April 30, 2022.
