The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to Federal accounts located in the State of Texas. The Government's electric requirements are included in a single pricing group. The successful offeror(s) will supply all electricity components for the accounts included in the pricing group. Deliveries will begin with the June 2019 utility meter read date for all accounts (see Exhibit 1) unless otherwise specified on Exhibit 1. The contract term will be either forty-eight (48) or sixty (60) months. The option for a six (6) month extension period is included in the contract. The approximate total annual electric requirement is 93,000,000 kWhs. Accounts are located behind AEP, Oncor and CenterPoint with most of the accounts and the majority of the usage behind Oncor. The prices offered will apply to all accounts in each pricing group and those prices will remain fixed for the contract term. The resulting contract(s) will require Texas-based Renewable Energy Certificates (RECs) from wind or solar to be delivered in an amount equal to 20% of the actual account usage throughout the term of resulting contracts. Multiple awards will not be considered. The pricing group will request a firm fixed price that is available on a full and open competition basis. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest priced, technically acceptable offer regardless of contract term. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on April 17, 2019 via email to the Contracting Officer (see solicitation instructions)
