The General Services Administration is requesting proposals for renewable energy certificates (RECs) for the World Bank Group and the International Finance Corporation (IFC) and possibly other agencies to meet environmental goals. For the World Bank and IFC, the successful offeror will deliver the required RECs by June 4, 2019. The solicitation requests pricing for a total of 95,677 MWhs of national RECs with 14,352 MWhs of those RECs coming from national solar resources. All of the RECs will come from new renewable, non-emitting resources that meet the definitions of the solicitation. The RECs will be Green-e certified. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest price per MWh for RECs and meets the solicitation's minimum technical requirements. Offerors must agree to meet the World Bank vendor requirements and register as a World Bank vendor immediately following contract award. Supplier technical and price responses to the solicitation are due no later than 1:00 p.m. on May 21, 2018. This procurement is being set aside for small businesses.
