The General Services Administration, National Capital Region announces an opportunity for Design-Build Services for the United States Agency for International Development (USAID) Phase 5 and 6 Renovation Project located at the Ronald Regan Building, 1300 Pennsylvania Avenue NW, in Washington, DC. The SOW for this contract consist of two phases (phase 5 and 6), and includes a preliminary BIM model, Design Intent Documents and Design Narratives for these two phases. The project must be completed prior to End of the Second Quarter in Calendar Year 2021. The Design-Build Contractor shall be solely responsible for the management, planning, supervision, contract coordination, design professional services, and construction including all labor, equipment, materials and inspections as necessary for completion within the established schedules. GSA requires DB Contractor design submissions and construction documents submissions to undergo two general types of design review: technical review and codes/standards review. The GSA staff and GSA customer agency will conduct reviews of all DB Contractor design submissions and construction documents submissions. Elements of Phases 5 & 6 Renovation Project totaling 102,000 sf: 1. Transitioning near end of the GSA in Design Builder Contractor Procurement 2. Assisting in the coordination with GSA in the DB Contractor Kick-off Meeting 3. Existing Conditions Survey for approx. 102,000 SF 4. Development Drawings for approx. 102,000 SF of Office Space 5. Inclusion of 600 SF SCIF on the 4th Floor 6. Design Development for approx. 102,000 SF 7. Change Management Services for approx. 102,000 SF 8. Construction Services for approx. 102,000 SF 9. Post Construction Services approx. 102,000 SF The Government must ensure that there is adequate capability, experience and competition among the potential pool of responsible contractors. This procurement will be conducted under NAICS Code 236220-Commercial and Institutional Building Construction. The Government contemplates the award of a Firm Fixed Price Contract. The period of performance for the proposed contract will be for an approximate period of 26 months. The estimated construction cost range for this project is $15,000,000.00 - $25,000,000.00. Award of this contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under the Solicitation in advance of such time as funds are made available to the Contracting Officer for the purpose of contract award. The procurement method that will be implemented for this project will be in accordance with FAR Part 15.1 – Source Selection Processes and Techniques. This project is a competitive acquisition utilizing the Trade-Off process approach under the Best Value Continuum (FAR 15.101). This process permits tradeoffs among cost or price and technical factors, and allows the Government to accept other than the lowest priced proposal. For this procurement, the technical evaluation factors when combined will be approximately equal to cost or price. Details on the submission requirements for the Technical Evaluation Factors will be issued in the solicitation. The solicitation will be posted on or about December 26, 2019. The closing date for the receipt of proposals will be on or about January 27, 2020. No paper copies will be mailed to prospective offerors.
