The GSA, PBS, Office of Leasing is requesting a white paper that provides an internet-based platform that has access to analyze proprietary loan information across securitized commercial, multifamily and specialty competitors while providing a streamline view through their platform. The future internet-based platform will provide analytics for the entire Commercial Real Estate (CRE) asset life cycle, from sourcing and underwriting deals, to managing balance sheet assets and measuring their performance, as well as supplying metro-level statistics and trends for origination, benchmarking, and valuations. The future platform will be used by the various PBS business lines, divisions and regions listed below: Office of Leasing: Provides information on the rents and expenses in specific buildings in local markets to ensure that the rents GSA charges to customer agencies, whether in leased buildings, are consistent with the market. Provide clarifications of current loan structures within the building owners commercial financial standings of the assets. Provide lease contracting officers additional negotiating knowledge, leverage and analytics about the financial status of the solicited buildings. Office of Portfolio Management and Customer Engagement: The Real Property Valuation Division uses the information to cross-check appraisals to confirm the subject/comparable property/buildings and that projected rental rates and/or sales prices are comparable to recent market transactions. It will also aid in monitoring how well PBS is operating its owned buildings. The Capital Investment Division uses the market data to establish fair market value and cap rates through local market analytics. Provides knowledge of the local real estate markets to aid in ensuring that any new construction, major R&A or modernization projects will be cost effective.
