This is a sources sought synopsis for the General Services Administration, Public Buildings Service, Region 8, Mountain Plains Service Center (Region 8). This is not a solicitation announcement, and there is no request for proposal or related documents. This synopsis is exclusively for market research to determine the interest of qualified small business sources. Information gather from market research may be used to assess the competitive environment, method of solicitation, type of contract, content of the solicitation, and for any other planning purposes. Contract Type: The anticipated type of contract is a firm-fixed price type contract. The project method of delivery is a design-bid-build program. Region 8 has a complete design for the scope requirements and is ready for the construction phase. NAICS: The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction, with a size standard of $36.5 million. Subcontracting: In accordance with FAR 52.219-14, contractors must perform a least 15 percent of the cost of the contract. Set-Aside: The Government has not exclusively reserved the requirement for any type of set-aside. The decision about any type of set-aside may depend on the market research to select an approach that is in the best interest of the Government. Anticipated Scope of Work: The Montana District Court has requested construction alterations be carried out within the existing judge's chambers located at the Mike Mansfield Courthouse/Federal Building in Butte, MT. The area is approximately 2,800 square feet. The project will require, but is not limited to, activities such as demolition, lead and asbestos abatement, resurfacing of existing walls, new carpet, paint, lighting, HVAC work, refinishing of existing wood floor, and window treatments. The contractor is required to prepare the space for construction by moving the Courts to a different floor in a temporary space during construction, and then move the Courts back into the space after construction activities. The Mansfield Courthouse and Federal Building is listed as a historic building. Anticipated Dates for Procurement and Project: The expected duration is 180 calendar days to complete construction activities. The anticipated dates described herein are only for planning purposes and are subject to any necessary changes. Release of a Solicitation: Dependent on market research to support a procurement method through FBO. Provided release of a solicitation is determined as advantageous, the anticipated date for release of a solicitation is late June 2019 / early July 2019. Award Date: Provided the solicitation is released on FBO contractors will be given 30 days for proposals. Award is anticipated to be within 14 calendar days after receipt of proposals. Construction Start Date: August 2019 Construction Completion Date: January 2019 Method of Evaluation: If released on FBO, the Government plans to evaluate proposals in accordance with FAR Parts 15.3 and 15.4. Factors that may be evaluated include past performance, past experience, and price. These factors are subject to change based on actual planning activities prior to release of the solicitation. Selection will be made based on the proposal that represents the best value to the Government. The Government reserves the right to establish a competitive range in interest of efficiency. Include with your response the company name, point of contact, business DUNS number, business size and classification, and a brief synopsis of core capabilities. Note: Any proprietary information submitted in response must be clearly marked. Other Information: If a solicitation is released for the described need above, then all interested firms must be registered in the Government's System for Award Management (SAM). This request for information shall not be construed as a request for proposal nor as a commitment by the Government. Information is to be provided on a voluntary basis. No reimbursement of direct or indirect costs or charges, including postage and shipping, or any other costs will be made as a result of the submission of information.
