Project Description The General Services Administration, Public Building Service, Region 7, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide all materials, supplies, labor, equipment and supervision, necessary to complete the Energy conservation measure to replace or retrofit existing fluorescent and incandescent lighting with LED energy saving lighting counterparts of fixtures with new L.E.D. fixtures within the George H. Mahon Federal Building, with an option for exterior lighting. The Place of Performance is the George H. Mahon Federal Building at 1205 Texas Ave, Lubbock, TX 79401. The contractor shall be responsible to perform and document before and after foot-candle readings for all areas where light fixtures will be replaced. The contractor shall utilize a calibrated light meter which may be inspected by GSA at any time. The Contractor will have 90 days to complete the work after the equipment arrives on site. The contractor shall remove and properly dispose of the existing light fixtures. The contractor shall be responsible to apply for and obtain for GSA's benefit any energy rebates/incentives available from the applicable energy or service providers or other sources serving the area in which the building/property is located. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 238210; the associated small business size standard is 15 million. The magnitude for this project is between $250,000 to $500,000. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. If your organization has the potential capacity to perform these contract services, please provide the following information: A complete and current record of your registration within the System for Award Management, located at https://www.sam.gov/. The record shall include your DUNS number, organization name, address, contact name, email address, web site address, telephone number, type of organization, and small business type(s). •(1) A capability statement supporting claims of organizational and staff capability to perform the tasks listed in the "Project Description" paragraph above. •(2) In order to demonstrate successful experience as a General Construction (GC) Contractor and/or as Lighting contractor, please provide at least three but no more than five similar Lighting retrofit or new lighting installation projects substantially completed within the past five years from the issuance of this Sources Sought utilizing Attachment A. The total project construction cost at award of the similar projects must not be less than $250,000. GSA requests that potential sources only submit the minimum information necessary. The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. NO LARGE businesses need to respond to this notice. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. However, GSA may contact sources to gather additional information as required.
