This acquisition is a 100% Women-Owned Business Set-Aside The U.S. General Services Administration has the need for continuation of Janitorial and Related Services at the Transportation Security Administration (TSA) Cleveland Hopkins International Airport, 5300 Riverside Drive, Cleveland, OH 44135-3130. The current contract expires on August 31, 2022. This acquisition will be a 100% Women-Owned Set-Aside. The North American Industrial Classification Code (NAICS) is 561720. The performance period for Janitorial and Related Services is scheduled to commence on September 1, 2022 for a one-year base period, ending August 31, 2023. There are four (4) one year option periods that may be exercised including a 6-month extension. The option periods will cover performance from September 1, 2023 through August 31, 2024, September 1, 2024 through August 31, 2025, September 1, 2025 through August 31, 2026, September 1, 2026 through August 31, 2027 respectively. The Contractor shall provide the management, supervision, manpower, equipment and supplies necessary to provide janitorial and related services as described herein. This is a negotiated, firm fixed price procurement; there will NOT be a public bid opening. Proposals will be opened privately. The solicitation will be available on or about February 15, 2022, the actual date for receipt of proposals will be stated in the solicitation. The solicitation cited above can only be obtained by accessing a secure website known as SAM.gov. SAM is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as the System for Award Management (SAM) database, and is available for use by all Federal agencies. In order to obtain information from SAM.gov, you will first be required to register in SAM. The System for Award Management database is a part of the Business Partner Network, an e-gov initiative, and will be used to validate vendor identity. The General Services Administration (GSA) seeks a Provider/Offeror to: Provide “Custodial and Related Services” at the Transportation Security Administration (TSA) Cleveland Hopkins International Airport, 5300 Riverside Drive, Cleveland, OH 44135-3130. The solicitation will contain a Custodial and Related Services work statement for performance-based services; this performance-based approach focuses on outcomes as opposed to prescriptive requirements. The specification will represent GSA’s performance objectives and minimum levels of services to be provided by the contractor. This performance-based requirement demands a greater emphasis by the contractor on self-evaluation, robust quality control processes and strict oversight of custodial operations to ensure the highest level of efficiency. The Contractor will be required to maintain a quality control program to ensure that the requirements of this contract are met. This project includes, but is not limited to, the management, supervision, manpower, equipment and supplies necessary to provide custodial and related services as described herein. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, City laws and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to: Occupational Safety and Health Act (OSHA).
