Request for Proposal: Yellow Book Appraisal Reports in Newark, New Jersey In accordance with FAR 5.101(a)(2), when the expected amount exceeds $10,000 but not $25,000, this notice shall constitute the Contracting Officer providing an unclassified notice of solicitation or a copy of the solicitation displayed in a public place for the following requirement. The General Services Administration, Public Building Service, Region 2, intends to issue a request for proposals as a Total Small Business Set-Aside under the authority of FAR 19.502-2. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice (attached in its entirety below in the document titled "Solicitation EQ2PT-22-0006: Yellow Book Appraisal Reports in Newark, New Jersey") This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number EQ2PT-22-0006 is being issued as a Request for Proposal in accordance with FAR Parts 12 & 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The associated NAICS is 531320 Offices of Real Estate Appraiser and the applicable SBA Small Business Size Standard is $8 million. Proposals will only be considered from vendors who are a Small Business in accordance with NAICS 531320 and the applicable size standard of no more than $8 million. Requirement: General Services Administration requests to appraise current market values of four (4) sets of land parcels located in Newark, New Jersey as described in the addendum. This request is for four narrative appraisal reports, each in a self-contained style format. The appraisal report shall, in form and substance, conform to the requirements of the Uniform Appraisal Standards for Federal Land Acquisitions that are current as of the effective date of the appraisal. Please refer to the attached Scope of Work for further information. Please refer to the attached documents for a full description of the requirement. Quotes must be submitted on company letter head signed by an authorized representative. Please include the firm’s UEI number on the quote. Proposed prices must be valid for 7 days after the due date of the proposals. Evaluation Criteria: Lowest Price, Technically Acceptable Please refer to page 3 of the Scope of Work regarding the Period of Performance. An electronic draft copy of each appraisal is to be provided within 60 calendar days from the issuance of the Notice to Proceed (NTP) by the Government. The appraiser is to provide an electronic copy of the Final document within 5 business days of receiving review comments from GSA. The deadline for Requests for Information (RFIs) is Tuesday, August 23, 2022 at 2:00pm The deadline for proposal submission is Tuesday, August 30, 2022 at 2:00pm.
