General Services Administration (GSA), Public Buildings Service, Region 2, Northeast and Caribbean Region. This notice is not a solicitation announcement, and this notice is not a request for proposal or related documents. GSA is seeking a responsible and qualified General Contractor (GC) to provide construction services for the Binghamton U. S. Courthouse, located at 15 Henry Street, Binghamton, New York. The selected offeror will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work and other documents under the resultant contract. The Binghamton Courthouse currently has a Fire Alarm System that is outdated and needs to be replaced. It has a Sprinkler System that covers one quarter of one floor of the Courthouse and needs to be expanded to cover the whole Courthouse building. The Existing Fire Alarm System has to remain functional until the new Fire Alarm System has to be removed. Also included in this project is Protection of Art Work, because this is a historical building. The selected offeror will be competitively chosen using Source Selection Procedures in accordance with FAR Part 15.101-2. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The contract type will be a firm-fixed price contract. The period of performance for all of this work is anticipated to be 365 Calendar Days after Notice to Proceed is issued. The magnitude of construction for this project is between $1,000,000 and $5,000,000. This requirement will be issued as a Total Small Business Set-Aside in accordance with FAR Part 6.203. The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction, and the Small Business Administration size standard is $39,500,000 in annual receipts averaged over the last three (3) completed fiscal years. GSA anticipates issue the Request for Proposals on or about February 10, 2020 with receipt of proposals at a minimum of thirty (30) calendar days later. All information, amendments and questions concerning this solicitation will be electronically posted at the beta.SAM.gov website. No telephone requests will be accepted and no paper copies will be mailed to prospective offerors. All offerors are required to have an active registration in the System for Award Management (www.sam.gov) at the time of offer submission. In addition, in order for contractors to have access to Federal space, the contractor will be required to adhere to the HSPD-12, Directive Clearance Process, in accordance with FAR 52.204-9 - Personal Identity Verification of Contractor Personnel (JAN 2011).
