Please see the attached Justification and Approval pursuant authority FAR 6.302-2. The justification is approved for installation of necessary piping, valves, and electrical work needed to install a temporary fluid cooler that will be located at the loading dock of the building, and connect to the existing building loop. This installation provides a temporary fluid cooler at Federal Center South (Oxbow Building) in Seattle WA, in the event the existing fluid cooler fails, or is in need of repair, due to unforeseen conditions. The target completion date for this project is June 28, 2019. The apparatus will be tested following the completion of this installation, with a temporary cooling tower, and prior to acceptance of work. All of these tasks are to be completed prior to the start of the cooling season. The material and associated services have been awarded to University Mechanical Contractors, Inc.
