Seattle FOB ABAAS Upgrades and HUD/DOL Space Build-out, EQ10PCPB1-21-0016 Sources Sought & Request for Qualifications The purpose of this Sources Sought & Request for Qualifications notice is to determine availability and capability of qualified Small Businesses, Service-Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses, or HUBZone small businesses. Responses to this notice will be used for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. This procurement will be advertised under North American Industrial Classification System (NAICS) code 236220 - Commercial and Institutional Building Construction, the small business size standard for NAICS code 236220 is $39.5M in average annual receipts over the past three (3) years. The United States General Services Administration requires construction services to enable the Housing & Urban Development (HUD) and the Department of Labor (DOL) agencies in Seattle to down-size and meet their OMB footprint utilization rate (UR) targets. This project also requires construction services to bring the Seattle Federal Office Building (FOB) into ABAAS (Architectural Barriers Act Accessibility Standards) compliance, in accordance with GSA policies and directives relative to Capital-Funded Repair and Alteration (R&A) projects. The Historic Seattle Federal Office Building (FOB) was constructed in 1931 - 1933 and was the first building in Seattle specifically designed for offices of the federal government. This building is listed on the National Register of Historic Places. All work and workers are required to comply with the Secretary of Interior's Guidelines for the Treatment of Historic Properties. The Contractor is required to coordinate all construction activities with the GSA Historic Preservation Office. The FOB is a Modern Art Deco architectural style with a distinct stepped massing and facades. Art Deco qualities of the design are enhanced by the cascading effect provided by light-colored terra cotta decoration applied as vertical fluting to the parapets atop the red brick-faced facades. The FOB has nine (9) floors as well as a partial basement level. It is a frame of concrete encased steel beams and columns and is supported on wood piles with concrete pile caps. The roof is multi-tiered, cascading down symmetrically from the 9-story central tower fronting 1st Ave to the two 5-story wings extending west along Madison St. and Marion St. Exterior walls are faced with masonry. Interior walls are constructed of hollow-clay and hollow terra cotta tile faced with plaster. The exterior is currently under renovation; specific areas of work are the exterior brick, granite, terra cotta and aluminum panel restoration; roof replacement; and window restoration. Expected completion of the exterior renovation is March 2022. Project Goals and Objectives: HUD is currently located in the (FOB) occupying 67,360 USF on the lower level, 1st, 2nd, 3rd, 4th, and 6th floors. The goal is for HUD to consolidate and occupy the entire 3rd floor, and part of the 4th floor, and therefore reduce HUD’s space to ~30,534 USF. HUD will reduce space by 45% with future rent costs savings. DOL is currently located in the Seattle 5th and Yesler Building (leased space) occupying 74,832 USF. This project proposes to reduce DOL space to ~28,000 USF relocating the agency to the FOB Building, to occupy part of the lower level, part of the 1st floor, and all of the 2nd floor. The FOB is not ABAAS compliant. This project also includes bringing the FOB into ABAAS compliance, including the existing ABAAS entrance, and installation of new restrooms on each floor. A lactation room will also be constructed as part of this project. This is a bid-build project. A full and complete design package will be provided with the forthcoming solicitation. The overall goal is to utilize a highly collaborative Integrated Project Delivery (IPD) approach for this project (ABAAS Upgrades and DOL/HUD TI Space Build-out). Accordingly, the Contractor must work closely with all the stakeholders to deliver a project that: meets the expectations and needs of all stakeholders; avoids disruptions to the tenants’ ongoing operations and well-being; and satisfies GSA’s requirements for a high performing building and tenant spaces. Care must be exercised when considering construction phasing and any potential project impact(s) to the means of egress and egress pathways from occupied space to the building exits. At no time during the project must there be less than (2) means of egress from any space to building exits. Space access and means of egress & egress pathways must be maintained throughout the project that satisfy ABAAS and GSA Fire, Life, Safety code requirements. This is of critical importance given the expectation that the project occur within a fully occupied and functional Federal Office Building. The Contractor must work with GSA and the larger Project Delivery Team to ensure that the project: Complies with all project requirements, including (but not limited to) GSA PBS P-100 standards ABAAS upgrades to the building Minimizes impact to tenants and public users Maintains an adequate, code compliant number and proper configuration of access and egress pathways throughout the facility, including within tenant spaces, during and after construction Maintains/upgrades the facility features impacted by project work to be ABAAS compliant The DOL/HUD TI Space Build-out project’s Substantial Completion Date (SCD) is established as No-Later-Than (NLT) 15-Aug-2023, in order to permit DOL’s subsequent full occupancy of their newly renovated/constructed space, and to vacate their existing leased location, prior to their existing lease expiration date. This SCD date for DOL’s TI Space Build-out is a critical driving factor for the project’s schedule. Project’s General Scope: HUD is currently located in the (FOB) occupying 67,360 USF on the lower level, 1st, 2nd, 3rd, 4th, and 6th floors. The Contractor must provide a construction effort to build-out the lower level, 1st, and 2ND floor spaces identified for DOL’s use, prior to their existing lease expiration at a nearby leased location. Before DOL’s spaces can be built out, HUD’s space must be built out on the 3rd and 4th floors. HUD intends to keep their existing 2nd floor space fully operational during construction. HUD is currently using their 1st floor space to store their new workstations (approx. 10,000 sq ft). Regarding HUD’s existing space on the 3rd and 4th floors, HUD will not occupy those areas during construction, so the Contractor has full access. The integrated construction phasing of these (2) agencies is critical to the successful completion of this overall project. Tenant Furniture, Fixtures, Equipment: Contractor must coordinate with both DOL’s and HUD’s furniture vendors, through the GSA Project Team, and execute all work associated with installation of the new workstations. HUD and DOL have different furniture vendors. Contractor is responsible for providing power to the workstations; Furniture vendor will connect the whips to the furniture. HUD: the Contractor’s electrical subcontractor will need to be on site at the beginning to install all electrical in feeds to junction boxes. And the Contractor’s data subcontractor will need to be on site during panel install to go behind furniture installers and put wires into panel raceways. DOL: the data receptacles are provided by the data cable/IT group that is installing the data cabling. The furniture installers will install the panel frames, move to another area and let the data cable installers run the cables through the open frames and out the opening for the data receptacle. The furniture installers will then go back in and put in the panel tiles and components. After this is completed the data cable/IT group will come back to install the data receptacle they are providing, test the data connection from the receptacle to the server. This process requires close coordination with the data and furniture installers. Contractor is responsible for inspection, testing and commissioning of any relocated, reconnected and/or reinstalled tenant furniture, fixtures, equipment, etc., impacted by the Contractor’s work. Contractor is responsible for temporary provisions for any furniture, fixtures, equipment, etc., that might be disconnected and/or relocated because of the Contractor’s work. Building system(s), component(s), equipment, hardware impacts Contractor must disconnect, relocate, and reconnect any system(s), component(s), equipment, hardware, etc. necessary to perform said construction efforts. Contractor is responsible for inspection, testing and commissioning of any relocated and reconnected system(s), component(s), equipment, hardware, etc. impacted by the Contractor’s work. Contractor is responsible for temporary provisions for any system(s), component(s), equipment, hardware, etc. that might be disconnected and/or relocated because of the Contractor’s work. For example, this includes, but is not necessarily limited to, the following: If Contractor’s work impacts a fire/life/safety system(s), component, etc. such as the fire alarm control system (e.g., the fire alarm control system, or components thereof, need(s) to be secured/shut-off and/or relocated before, during or after a particular work sequence, construction element, etc.), the Contractor is responsible for providing a fire watch for the duration of the impact. If Contractor’s work impacts a building system or component, for example a piece of electrical equipment, the Contractor must provide temporary power and connection for that equipment’s load(s) prior to disconnecting and/or relocating said equipment. HUD has their own security vendor who will be doing installation of the wiring and associated hardware; HUD’s security vendor will also program the security equipment. Contractor will be responsible for any rough-in for the security system, i.e., install conduit and cable trays. HUD’s security will supply the J Hooks. Contractor must coordinate the security equipment installation with HUD’s security vendor. Project Budget: $13M Summary of Energy Compliance: This project will be designed to conform to requirements of the Facilities Standards for the Public Buildings Service and will implement strategies to meet the Guiding Principles for High Performance and Sustainable Buildings. Project Description & Approach: GSA envisions a highly collaborative project delivery approach for this project where the construction contractor works closely with all stakeholders to deliver a project that meets the expectations and needs of both the team members and GSA's requirements to deliver an economical and operationally efficient high performing building. As required by law, the facility must meet federal energy goals. The project is also to include conformance to the P-100 (Facility Standards for Public Buildings) and all other applicable building codes and standards. The construction contractor and their team will be selected through a best value / tradeoff selection process and will work in close consultation with GSA, the stakeholders to ensure all the goals are addressed and that best value practices are utilized. GSA has contracted separately for post construction management services. All installed systems will be fully commissioned and functionally tested to ensure compliance with contract documents prior to being accepted by GSA. Unique Situations/Risks: The need for continuous operation during construction, present unique challenges for the construction teams on the project. Facility will remain fully occupied and operational during the entire project. No adverse impact on tenant mission will be acceptable. Occupied Facility Construction: This project scope at the must occur within an occupied, fully functional facility. These functions include typical office work, but also include services for the general public. This presents several challenges that will have to be addressed by the construction team. All work in public spaces will need to be completed during unoccupied periods. Setup, construction, and clean-up will need to occur on a daily basis. Work must be performed in such a way that space conditioning is maintained throughout the process. Any work in winter will need to avoid disruption of space heating; any work in summer will need to avoid disruption of space cooling Any work in the central plant must be completed without disruption of the heat pump and hot water loops. Space layout design and properly staged implementation will be critical elements to a successful project. Responses: Interested small business vendors in the categories listed above shall submit their capability statement electronically, limited to 20 pages. Capabilities and experience with federal projects in construction of space buildouts in fully occupied facilities, specifically historical buildings using disciplines such as, but not limited to architectural; mechanical, electrical, plumbing, data & communications; fire & life safety; conveyance. Submitted references should highlight recent and relevant projects in fully occupied facilities within the past six (6) years. Evidence of previous occupied facilities construction experience.
