SUBJECT: SOURCES SOUGHT Project Name: Alcan LPOE Fire Alarm Upgrade The purpose of this Sources Sought notice is to determine availability and capability of qualified Small Businesses. Responses to this notice will be used for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. •1. The U.S. General Services Administration (GSA) is seeking qualified and experienced sources for a contemplated solicitation for the replacement of fire alarm systems at the Alcan Land Port of Entry (LPOE) complex located outside of Tok, Alaska. The objective of this project is to design and complete replacement of the existing fire control alarm system to include panel(s), conduits, conductors, detectors, and associated notification devices at the Alcan complex in accordance with current codes and Regional GSA Fire Life Safety guidance. No assumption of current systems code compliance should be made. Contractor will be responsible for complete design and installation which conforms to all current codes and standards. The replacement of the fire alarm system will be accomplished while facility is fully occupied. The D/B Team will be required to ensure minimal disruption to tenants and their mission, keep a fully functional fire alarm system in operation, the facility and tenant's safe and fully protected until such time as the new system is fully operational and ready to bring on line for facility protection. •2. The Alcan LPOE is located in a remote area of Alaska, accessible with limited/seasonal air access to Tok or Northway followed by a two hour drive by car. Nearest lodging and healthcare is located in Tok, Alaska approximately 90 miles by road. •3. The North American Industry Classification System (NAICS) Code for this project is 238210, and the small business size standard is $15 million U.S. dollars. Contractors shall be actively registered in the System for Award Management (SAM) as a small business for this solicitation's NAICS code at time of receipt of proposal. Contractors are required to have a unique entity identifier number and an active registration in SAM (www.sam.gov) in order to conduct business with the Federal Government. •4. In accordance with FAR Subpart 36.204, the magnitude of this requirement in terms of physical characteristics and estimated price range is between $1,000,000.00 and $2,000,000.00. •5. Time for proposed contract completion is approximately 360 calendar days after Notice to Proceed (NTP). •6. This potential acquisition is being considered as a set-aside for small business concerns. •7. The Government is requesting that interested parties capable of satisfying the requirements identified in the DRAFT - Statement of Work (SOW) (ATTACHMENT 1), furnish the following information: •a. Interested parties providing the above referenced material are requested to limit the size of their submission to no more than 10 double-sided pages and less than 10Mb in data size. Each response will be reviewed by the Contracting Office for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from qualified and responsible small business concerns. All information furnished to the Government in response to this notice will be used for review purposes only. THERE IS NO SOLICITATION AT THIS TIME. This is a request for information ONLY and any information provided is voluntary. Responses to this notice may be used to determine appropriate acquisition strategies for future acquisitions. Telephone inquiries will not be accepted or acknowledged. If a solicitation is issued, it will be announced at a later date. All interested parties must respond to that solicitation announcement separately from the response to this notice and are responsible for monitoring the Federal Business Opportunities (FBO) website for the posting of any solicitation or subsequent updates.
