Sources Sought Notice ================================== Amendment to Original Notice (changes made 5/9/2019) 1. Federal Acquisition Regulation Clause 52.219-14 (Limitations on Subcontracting) will be monitored closely during contract performance. Classified as a "construction" project, the clause requires that the awardee "perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees." 2. Contractor performance will be monitored and contract terms and conditions enforced with the assistance of a Construction Management firm (a separate contract will be awarded for these oversight services). 3) Response due date to this notice, and percentage of required self-performed work from original notice are changed below. =========================== The General Services Administration (GSA) has a new requirement for exterior cleaning and re-caulking of all exterior stone joints at the Mark O. Hatfield Courthouse (1000 SW 3rd Avenue Portland, Oregon 97204). The Hatfield CH is a 16-story building standing 318 feet above grade. Extensive use of scaffolding and swing stages is required. ========================================= DRAFT - Work Specifications: - DRAFT Contractor shall provide all labor, materials, tools and equipment necessary for the following: hand deep cleaning via vortex or poultice patch, and re-caulking all exterior stone joints (with use of backer rod). The building has a limestone façade. •A. Swing Stage, Davits and Fall Protection •1. The Hatfield Court house is equipped with davit anchors and fall protection anchoring points for use with bosun's chairs or swing stage platforms. These are available for use in this project. Contractor shall be responsible for assessing this equipment for safety and suitability for use under this contract. GSA will not be responsible for safety and suitability of equipment for this project. •B. Caulking/Sealant Removal •1. Contractor shall remove existing sealant from limestone wall panel joints, limestone wall caps and limestone to metal joints including louvers, windows and doors, including exterior walls, and terrace parapet walls and coping stones. Linear footage of joints estimated to be approximately 107,500 linear feet. It shall be the contractors responsibility to verify all lengths and quantities. •2. Contractor shall provide protective coverings for all adjacent landscaping, walkways, and entrances to catch falling debris. All debris to be collected and disposed of at the end of each workday. •C. Caulking/Sealant Repointing •1. Contractor shall repoint/reseal all limestone wall panel joints, limestone wall caps and limestone to metal joints including louvers, windows and doors, including exterior walls, and terrace parapet walls and coping stones. Linear footage of joints estimated to be approximately 107,500 linear feet. It shall be the contractors responsibility to verify all lengths and quantities. •2. Contractor shall use bond breaker tape Dow Corning 795 silicone sealant or approved equivalent. •3. Where there are weep holes in the sealant at the bottom of wall panels, Contractor shall note location of all weep holes and ensure that weep holes are present and functional after applying silicone sealant. •4. Contractor shall meet all manufacture's requirements and recommendations for products used in the accomplishment of this work. •D. Limestone Cleaning •1. The contractor shall provide ALL materials, tools and labor for the following: Cleaning of the exterior limestone. Square footage of stone on the building exterior is estimated to be approximately 152,000 sq. ft. It shall be the contractors responsibility to verify all quantities. •2. Preface: •a. The cleaning or removal of stains from stone may involve the use of liquids, detergents or solvents which may run off on adjacent material discolor the stone or drive the stains deeper into porous stones. Contractor shall use product and techniques industry approved for cleaning the combinations of dirt/stain and stone present on this facility. NOTE: THIS WORK SHOULD BE ACCOMPLISHED BY AN EXPERIENCED CONTRACTOR. A minimum of five years' experience in this type of work is required. •3. Products: •a. Contractor shall use industry approved and tested products specifically designed for cleaning soft stone surfaces. Such as those manufactured by ProSoCo, Inc., or COR approved equal. •4. Materials: •a. Limestone (unpolished): Sodium hydroxide, (pH 14), undiluted. •b. For heavy high pollution stains, an alkaline-based prewash such as "Sure Klean 766 Limestone & Masonry Prewash" or equal, follow manufacturer's instructions including rinse cycle. •c. Followed up with "Sure Klean Limestone & Masonry Afterwash" or equal, as per manufacturer's instructions. •d. Clean, potable water (heated to a temperature effective and tested for cleaning procedure and approved by the Contracting officers Representative). •5. Equipment: •a. Pressure water rinsing equipment (measuring between 100 and 400 psi for low-pressure; between 400 and 1000 psi for medium pressure). •b. Fan-type spray tips (15 -45 degree fan spray). •c. Stiff fiber-bristle brushes. •d. Plastic spatula. •6. Execution; Examination: •a. Examine site conditions to determine that current drainage is sufficient for adequately and safely removing cleaning waste and run-off from the site. •b. Test-clean a small, inconspicuous area to check for adverse effects and damage to the material. •7. Preparation: •a. Protection: •1. Protect surrounding materials on the site and adjacent building surfaces from coming in contact with the cleaning materials and run-off. •2. Provide workers with necessary protection against cleaning chemicals, overspray and run-off. •3. Prevent cleaning chemicals from coming in contact with any painted, polished or metallic surfaces. •4. Divert flow of run-off to drains in compliance with municipal codes. Comply with municipal codes regarding containment and disposal of cleaning materials. •b. Surface Preparation: •1. Before proceeding with cleaning operations, remove all miscellaneous hardware, anchors and bird excrement from the surface to prevent any discoloration. •i. NOTE: BIRD EXCREMENT THAT COMES IN CONTACT WITH CLEANING SOLUTION WILL LEAVE A PERMANENT DARK-COLORED STAIN ON THE SURFACE. •2. Check for open holes and joints in surface and repoint mortar joints and caulk gaps around window and door openings, as required to prevent water and cleaning solutions from penetrating deeply into the wall. •3. Clean the limestone working from bottom to top. •8. Erection, Installation, Application: •a. NOTE: WHEN CLEANING, AVOID OVERCLEANING. AIM FOR ACHIEVING 85% CLEAN. MOST DAMAGE OCCURS WHEN ATTEMPTING TO CLEAN THE LAST 15%. •b. NOTE: TEST-CLEAN A SMALL AREA TO DETERMINE EFFECTIVENESS OF CLEANING METHODS, MATERIALS, EQUIPMENT AND WORKING PRESSURES SELECTED BEFORE PROCEEDING WITH CLEANING OPERATIONS ON LARGER AREAS. ADJUST METHODS, MATERIALS, EQUIPMENT, PRESSURES, ETC. AS NECESSARY. DO NOT PROCEED UNTIL AN ACCEPTABLE CLEANING OPERATION HAS BEEN APPROVED AND FULLY DOCUMENTED. •c. NOTE: DO NOT TREAT THE SURFACE WITH ACID CLEANER MORE THAN ONCE. •1. Pre-wet limestone surface using a low pressure wash (between 100 and 400 psi). •2. Apply a heavy coating of limestone pre-wash using a soft, nylon bristle brush. Follow manufacturer's applications instructions. •3. Allow to stand for one hour or as long as determined by testing. •4. Thoroughly rinse the surface using high pressure water (between 800 and 1000 psi) until all suds have disappeared. •i. Rinse all corners, moldings, and interstices to remove all traces of chemical without damaging surrounding materials. •ii. Rinse water should be heated to 150-180 degrees Fahrenheit or as determined most effective during testing. •5. While surface is still wet from rinsing off pre-wash, apply limestone afterwash with a soft, fiber bristled brush. •i. Dilute limestone afterwash with as much water as determined effective during testing. •ii. If surface has begun to dry, re-wet before applying afterwash. •6. Cover all corners, moldings, and interstices of the limestone. •7. Allow to stand for 3-5 minutes or as long as determined by testing. •8. Thoroughly rinse the surface using high pressure water (between 400 and 1000 psi), with a water flow of 6-8 gallons per minute. •9. Rinse all corners, moldings, and interstices to remove all traces of chemical without damaging surrounding materials. •10. Heat rinse water to a temperature determined most effective during testing. ======================================== The estimated dollar value of the project, per FAR 36.204, is between $1,000,000 and $5,000,000 (closer to the bottom end of that range). The performance period of the awarded contract/task order will be 330 calendar days from notice of award. We are seeking input from firms on the below items. Please provide a response to all items. If your firm can't meet all of the criteria below, please do not respond to this Sources Sought notice. 1. your firm has a current certification in SAM.gov as being capable of performing this work under NAICS 238140 as a small business; AND 2. your firm certifies in it's response to this notice that it will adhere to FAR clause 52.219-14 (Limitations on Subcontractiong) Responses are required no later than 5/16/2019 at 10am Pacific.
