This is a pre-solicitation notice only (it is NOT a solicitation). The anticipated date of release of the actual solicitation is on or around 10/23/2020. The solicitation will be set-aside for eligible businesses under the Women-Owned Small Business (WOSB) Program under NAICS 238990. The General Services Administration (GSA), Northwest/Arctic Region 10, intends to award a firm fixed-price contract for: - Remove and dispose of the existing asphalt from the roadway and parking areas. - Grind/mill existing asphalt and parking areas. - Remove and reserve -- for reuse -- the LPOEs gate and traffic light sensors, buried beneath the existing roadway. - Demo, break, and properly dispose of the (2) existing concrete islands within the LPOE vehicle inspection areas. - Import, place, and compact gravel base that meets WS DOT standard for base course. - Furnish and install drainage extensions from existing downspouts to top daylight and improved drainage swale. - Form, pour, finish, and cure new concrete islands per CBP & CBSA LPOE vehicle inspection areas. - Re-install the LPOE's under pavement sensors. - Import, place and compact asphalt paving that meets WS DOT. - Stripe and mark new roadway and parking surface per approved layout. A detailed Statement of Work SOW will be issued later, when the actual solicitation is issued (see estimated solicitation date above). The intent is to award a firm fixed-price contract, which will have a period of performance of 270 calendar days. The applicable North American Industry Classification System (NAICS) code for this acquisition is 238990 – All Other Specialty Trade Contractors. The small business size standard for this code is $16.5 million in “annual receipts” – refer to the Small Business Administration website for more information. The estimated price range for the Project is between $500,000 and $1,000,000. The solicitation, once issued, will require that a Bid Bond (Standard Form 24) be submitted with all offers. Prospective contractors are responsible for monitoring the FedBizOpps website for any changes or updates.
