This electrical upgrade project was originally contemplated to be included as a companion project to the 911 Fed Bldg Seismic -NOAA Upgrade, but GSA decided to separate it since the electrical scope @ ~$7.3M was considered too significant in project risk to add to the Seismic-NOAA TI project. The scope summary for this project concerns the electrical switchgear and distribution system which are from the original construction and are outdated and non-compliant with current codes and standards. This project includes: replacing all medium and low-voltage switchgear, switchboards, and panel boards throughout the building; replacing the motor control centers and replacing the emergency generator. Although separate and distinct, the electrical upgrade project is currently in the design phase and will need to be taken into account during design and construction of the Seismic-NOAA TI project since there are many instances where both projects will intersect during design and construction. End notice. 911 Fed Bldg Structural Systems, ABAAS Upgrades & NOAA TI Space Build-Out Design Build, EQ10PCP-20-0010 The 911 Federal Building, 911 NE 11th, Portland, Oregon was constructed in 1953 by the Lloyd Corporation and leased by GSA until 1959 when the government purchased the building. The 8- story Federal Building is adjacent to and shares common areas with the Bonneville Power Administration (BPA) Building. The proposed project is being acquired as a Design-Build (DB) project. The seismic and non-seismic structural upgrades shall meet current codes and standards, further ensuring the facility’s operational status for decades to come. Related to the structural systems’ upgrades, the facility, particularly where impacted by the limited scope structural upgrades portion of the project, shall be updated to ABAAS compliance in accordance with GSA policies and directives relative to Capital-funded Repair and Alteration (R&A) projects. The NOAA TI Space Build-out project renovates a significant portion of the 2nd floor’s overall space to meet NOAA Fisheries Western Region headquarters’ requirements, in an initiative to relocate the Fisheries’ Regional office and functions from a nearby leased location into the Federal Building. This is of critical importance given the expectation that the project occur within a fully occupied and functional federal office building. Related to the structural systems’ upgrades, the facility, particularly where impacted by the limited scope structural upgrades portion of the project, shall be updated to ABAAS compliance in accordance with GSA policies and directives relative to Capital-funded Repair and Alteration (R&A) projects. The NOAA TI Space Build-out project renovates a significant portion of the 2nd floor’s overall space to meet NOAA Fisheries Western Region headquarters’ requirements, in an initiative to relocate the Fisheries’ Regional office and functions from a nearby leased location into the Federal Building. This move also involves relocation for a member of the US House of Representatives, Congressman Earl Blumenauer’s, office space from its existing location that is currently located on the 2nd floor. An additional project requirement is to build-out space for the Congressman’s functions in currently vacant space on the 2nd floor’s east side. Relocating the Congressional office space from its existing location (2nd floor mid-floor plate) to the 2nd floor east side, prior to upgrading their existing space for seismic & non- seismic structural compliance, will minimize downtime and negative impact to their functionality from the seismic upgrade construction that is envisioned to occur in/near their existing space. Project Goals: ? Comply with all project requirements, including (but not limited to) GSA PBS P-100 standards (baseline, unless noted otherwise). ? Substantial Completion Date for the NOAA TI Space Build-out no later than 15-Oct-2022, in order for NOAA to vacate their existing space before existing lease expiration. ? Upgrade the facility’s seismic and non-seismic structural systems. ? Minimize impact to tenants and public users. ? Maintain an adequate, code compliant number and proper configuration of access and egress pathways throughout the facility, including within tenant spaces, during and after construction. ? Maintain/upgrade the facility features impacted by project work to be ABAAS compliant. ? The integrated design and construction phasing of these (2) offices are critical to the successful completion of this overall project. There are no feasible alternatives to the project. This is a limited scope renovation and the cost of the proposed project is far less than the cost of constructing a new facility. The design-build scope of work includes all labor and materials required to provide design, engineering, construction and other related services necessary for successful completion of this project. Options are provided for information purposes only. During subsequent phases of the contract, the Contractor shall examine and/or verify the information provided and obtain additional information necessary to complete the design and construction of the project. The Design Build contractor remains solely responsible and liable for design deficiency and should not depend upon reports, drawings or information provided by the Government as part of the contract documents. GSA envisions a highly collaborative design build delivery approach for this project. The expectation is that the DB contractor will work closely with all the stakeholders to deliver a project that meets the expectations and needs of all stakeholders and GSA's requirements for a high performing building. Solicitation and Contract: (1) This procurement is being conducted using the two phase selection process found in FAR 36.3. Qualification proposals will be evaluated in Phase One to determine which offerors will submit proposals for Phase Two. One contract will be awarded using competitive negotiation. In Phase 1, GSA will select a short list of the most highly qualified offerors and request that those offerors submit Phase 2 proposals. All responsible sources may submit a Phase 1 proposal. A maximum of 3 firms will be selected to submit Phase 2 proposals. Only those selected offerors are authorized to submit Phase 2 proposals. Those offerors not selected for participation in Phase 2 will be notified in accordance with FAR 15.503(a). In Phase 2, Offerors may submit a price proposal subject to the Project Labor Agreement (PLA) requirements set forth in the Phase 2 solicitation (a PLA proposal), a price proposal not subject to the PLA requirements set forth in the Phase 2 solicitation, or both. Any price proposal submitted in Phase 2 shall clearly identify whether it is subject to such PLA requirements. (2) This Solicitation sets forth requirements for Phase 1 qualifications proposals and the evaluation factors for Phase 2 proposals for a Contract to design and construct the Project. Building The 911 Federal Building (911FB), constructed in 1953, is an eight-story, steel-framed structure with 312,447 gross square feet of space. The basement level has one level of underground parking with (83) spaces. The 911FB is connected to, and shared infrastructure with, the neighboring Bonneville Power Administration (BPA) Federal Building, and together they are known as the Eastside Federal Complex. While the facility was constructed in 1953, it has been determined not to be eligible for consideration or listing on the National Historic Register. Tenants: US Congress (House District and Senate Offices) US Department of Agriculture (USDA) US Department of Energy (DOE) US Department of the Interior (DOI) US Department of Labor (DOL) US Department of Homeland Security (DHS) General Services Administration (GSA) Joint-use child-care facility Joint-use auditorium & other meeting spaces Scope of Services: Structural Systems & ABAAS Upgrades and NOAA TI Space Build-out (POR-0033-PO17) DB Project The overall goal is to utilize a highly collaborative Design-Build Integrated Project Delivery (IPD) approach for this project (Structural Systems & ABAAS Upgrades and NOAA TI Space Build-out [POR-0033-PO17]). Accordingly, the DB Contractor, referred to herein as the DB-SN (DB Structural-NOAA) Contractor, shall work closely with all the stakeholders to deliver a project that: meets the expectations and needs of all stakeholders; avoids any and all disruptions to the tenants’ ongoing operations and well-being; and satisfies GSA’s requirements for a high performing building and tenant spaces. The DB-SN shall provide a fully functional design and construction effort to upgrade the structural – seismic and non-seismic structural systems (e.g. architectural; mechanical, electrical, plumbing, data & communications; fire & life safety; conveyance; etc.) – throughout the facility, while maintaining the fully occupied and operational status to tenants (occupants) during normal business hours in support of normal business and facility operations. This is of critical importance given the expectation that the project occur within a fully occupied and functional Federal Office Building. Care shall be exercised when considering construction phasing and any potential project impact(s) to the means of egress and egress pathways from occupied space to the building exits. At no time during the project shall there be less than (2) means of egress from any space to building exits. Space access and means of egress & egress pathways shall be maintained throughout the project that satisfy ABAAS and GSA Fire, Life, Safety code requirements. Furthermore, in accordance with GSA policy and directives governing Capital-funded projects, the facility, where impacted by a Capital-funded project, shall be upgraded to and come into compliance with ABAAS requirements to the maximum extent possible. The scope for this element is somewhat dependent upon the Contractor’s proposed design and ultimately constructed work relative to the structural systems’ upgrades portion of the overall project. However, it is GSA’s current expectation that, for this particular overall project, this scope would generally include, but not necessarily be limited to: maintaining/upgrading any access/egress accessibility elements for the facility; and upgrading the restrooms throughout the facility, both in order to maintain/increase the facility’s ABAAS accessibility aspects. The DB-SN shall provide a fully functional design and construction effort to build-out the 2ND floor spaces identified for NOAA Fisheries Western Region’s use, prior to their existing lease expiration at a nearby leased location. In an effort to minimize potential negative impact (from expected structural systems’ upgrades) and to maintain operations for a member of the US House of Representative’s office space that is currently located on the 2ND floor, an additional project requirement is to build-out space for the Congressman’s functions in currently vacant space on the 2ND floor’s east side. Relocating the Congressional office space from its existing location (2ND floor mid-floorplate) to the 2ND floor east side, prior to upgrading their existing space for seismic & non-seismic structural compliance, will minimize downtime and negative impact to their functionality from the seismic upgrade construction that is currently envisioned to occur in/near their existing space. The integrated design and construction phasing of these (2) offices are critical to the successful completion of this overall project. The design goals for this project are to phase design and construction efforts necessary to maintain full continuity of tenant operations while upgrading the seismic and non-seismic structural components and systems of the facility, and provide updated, compliant ABAAS systems and functions for the facility. The new system(s) shall, to the maximum extent possible (given overall project scope), limit or minimize impacts to tenants, their operations and building/systems outages and downtime. The DB-SN Contractor shall work with GSA and the larger Project Delivery Team to ensure that the project: Complies with all project requirements, including (but not limited to) GSA PBS P-100 standards (Baseline, unless noted otherwise) Substantial Completion Date for the NOAA TI Space Build-out no later than 15-Oct-2022, in order for NOAA to vacate their existing space before existing lease expiration Upgrades the facility’s seismic and non-seismic structural systems Minimizes impact to tenants and public users Maintains an adequate, code compliant number and proper configuration of access and egress pathways throughout the facility, including within tenant spaces, during and after construction Maintains/upgrades the facility features impacted by project work to be ABAAS compliant NOAA TI Space Build-out Substantial Completion Critical Deadline Milestone (15-Oct-2022) The NOAA TI Space Build-out project’s Substantial Completion Date (SCD) is established as No-Later-Than (NLT) 15-Oct-2022, in order to permit NOAA’s subsequent full occupancy of their newly renovated/constructed space, and to vacate their existing leased location, prior to their existing lease expiration date. This SCD date for NOAA’s TI Space Build-out is a critical driving factor for the DB-SN project’s schedule. In order to facilitate NOAA Fisheries’ move and occupancy into the 911 FB, their 2ND floor space, as well as the surrounding floors and all ingress and egress pathways in/out of the building to/from their space, shall be seismically upgraded and safe for occupancy. Magnitude of Construction: $25M Summary of Energy Compliance This project will be designed to conform to requirements of the Facilities Standards for the Public Buildings Service and will implement strategies to meet the Guiding Principles for High Performance and Sustainable Buildings. GSA encourages design opportunities to increase energy efficiency above the minimum performance criteria. Project Description & Approach GSA envisions a highly collaborative design build delivery approach for this project where the DB contractor works closely with all stakeholders to deliver a project that meets the expectations and needs of both the team members and GSA's requirements to deliver an economical and operationally efficient high performing building. As required by law, the facility must meet federal energy goals. The project is also to include conformance to the P-100 (Facility Standards for Public Buildings) and all other applicable building codes and standards. The DB team will be selected through a best value / tradeoff selection process. During the development period from initial concept to final design the DB team will work in close consultation with GSA, the stakeholders to ensure all of the goals are addressed and that best value practices are utilized. GSA will be contracting separately for Commissioning Agent (CxA) services. All installed systems will be fully commissioned and functionally tested to ensure compliance with contract documents prior to being accepted by GSA. Unique Situations/Risks The need for continuous operation during construction, present unique challenges for the design/build teams on the project. Facility will remain fully occupied and operations during the entire project. No adverse impact on tenant mission will be acceptable. Occupied Facility Construction This project scope at the must occur within an occupied, fully functional facility. These functions include typical office work, but also include services for the general public. This presents several challenges that will have to be addressed by the designer and/or design/build team. • All work in public spaces will need to be completed during unoccupied periods. Setup, construction, and clean-up will need to occur on a daily basis. • Work must be performed in such a way that space conditioning is maintained throughout the process. Any work in winter will need to avoid disruption of space heating; any work in summer will need to avoid disruption of space cooling • Any work in the central plant must be completed without disruption of the heat pump and hot water loops. Space layout design and properly staged implementation will be critical elements to a successful project.
