PRESOLICITATION NOTICE FOR CONSTRUCTION SERVICES SOLICITATION NUMBER: TBD TITLE OF CONSTRUCTION PROJECT: Building 52 FHWA Lab Renovations DESCRIPTION OF PROPOSED WORK: The work consists of providing construction services for the FHWA Lab Renovations, Building 52, Lakewood, Colorado SCOPE OF SERVICES: The GSA intends to renovate Building 52 to meet the changing needs of the Federal Highways Administration. This project scope includes major modifications to approximately 8850 SF of the building and its complex systems. A variety of disciplines including, demolition, abatement, concrete, masonry, woods, metals, finishes, HVAC, Electrical, plumbing, etc will be used for the renovation of the lab. The project site is within the Denver Federal Center Building 52 prominently situated on 6th Street between Center Ave to the North and Main Ave to the South. The 11,460 gross square foot property includes office space and laboratory space for the employees of the FHWA. The building was originally constructed in 1941. This building has been determined ineligible for nomination to the National Register of Historic Places. Consultation with the State Historic Preservation Office and GSA Center for Historic Buildings is not required as part of this project. The motivation for this project is to support the FHWA mission to provide accurate material specification and testing for the Nations Highway Systems. This project's investment will remodel the laboratory space of the FHWA testing lab at the Denver Federal Center. This project's schedule from construction contract award to substantial completion is approximately 6 months with a 4 month estimated duration of construction. Estimated Price Range: The estimated construction value is between $1,000,000 and $5,000,000. NAICS Code and Title: The North American Industry Classification System (NAICS) code for this procurement will be 236220. The Small Business Size Standard is $33.5 million. TYPE OF SETASIDE: Woman-Owned Small Business (WOSB). LOCATION OF THE WORK: Building 52, Denver Federal Center, Lakewood, Colorado TENTATIVE DATES: TENTATIVE DATES ARE PROVIDED FOR INFORMATIONAL PURPOSES ONLY. • Issuance of Solicitation: May - June 2019 • Proposals Due: June - July 2019 • Award Date: An award of the construction services contract is anticipated between July - August 2019. A notice to proceed is anticipated within 30 days of award. • Period of Contract Performance: The estimated construction duration is approximately 12 months after the issuance of the notice to proceed. PROCEDURES FOR AWARD: A solicitation will be issued requesting both written technical and price proposals. The Government reserves the right to award without discussions. Award will be made upon the basis of Best Value Methodology. Award of the contract will be made to the Offeror whose proposal represents the best value to the Government PLAN AVAILABILITY: The Solicitation will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov. All documents are subject to SENSITIVE BUT UNCLASSIFIED (SBU) document procedures. Specifications and drawings will be issued on a compact disc and sent to interested offerors after the solicitation has been posted. In order to obtain these plans, offerors must submit two items: (1) a completed "Request for Sensitive but Unclassified Building Information" form (attached), AND (2) a copy of a valid business license or other documentation granted by the state or local jurisdiction to conduct business.
