Government seeks to lease office space in San Juan, PR State: PR City: San Juan Proposed Delineated Area: North: Starting at the intersection of PR #18 and PR#22 (Expreso José de Diego), moving Southwest on PR#22. South: Starting at the intersection of Road #174 and Road #177, moving East on Road #177, ending at the intersection of Road #177 and PR #1. East: Starting at the intersection of Road #177 and PR #1 moving East on PR #1, ending at intersection of PR #1 and PR #18. Continuing North on PR #18 ending at the intersection of PR #18 and PR #22. (ABOA): 6,600 contiguous Space Type: Warehouse Parking Spaces (Total): Per local code Full Term: 15 years Firm Term: 10 years Additional Requirements: • Offered space must meet Government requirements for fire safety, accessibility and sustainability standards per the terms of the Lease. · A fully serviced lease is required. · Offered space shall not be in the 100-year flood plain unless the Government has determined it to be the only practicable alternative. · This procurement will be subject to all the rules, regulations, conditions and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement. •· At this time, the Government is only considering existing buildings, and will not consider new construction options. SITE REQUIREMENTS A. The proposed facility shall not be located in the immediate vicinity of any facilities identified by the Interagency Security Committee (ISC) as "hazardous materials transportation/storage facilities." Examples of hazardous locations include facilities with potential environmental threats, such as fuel storage areas, gas stations, chemical manufacturing facilities, etc., as well as railroad lines transporting hazardous material. It is preferred that the proposed facility not be located near a low risk facility. Examples of "low risk facilities" include day care centers, senior centers, schools, hospitals and religious/rehabilitation/social service centers. Special consideration should be given to exclude sites located near hazardous areas, such as bulk storage sites (hazardous materials storage sites, water purification centers, above ground fuel storage, rail yards) within 640 feet of these sites. B. The proposed facility shall not be located near Public Defenders, Immigration and Customs Enforcement, Probation Offices, the Internal Revenue Service, universities or other businesses or facilities deemed unacceptable by the Tenant's Physical Security Unit (PSU) for security purposes. This requirement may be waived by PSU if no other facility is deemed acceptable. Enhanced security requirements may be required. C. Proposed Tenant spaces or facilities in close proximity or adjacent to facilities associated with foreign powers identified in the Tenant's National Security Threat List will not be considered. In order to respond to the Request for Lease Proposals (RLP), the offeror must be registered and active in the System for Award Management (SAM). This registration is not required to respond to this advertisement, but it will be required prior to the initial RLP due date which will be established at a later date. It is strongly recommended that potential offerors register and/or verify/renew their registration at SAM.gov as soon as possible. Expressions of Interest should include the following information at a minimum: •1. 1) Building name and address. •2. 2) Location of the available space within the building and date of availability. •3. 3) The building interior building layout drawings/pictures (preferably with dimensions shown) reflecting the space that is being offered. •4. 4) Rentable Square Feet (RSF) offered and full service rental rate per RSF. Indicate whether the quoted rental rate includes an amount for tenant improvements and state amount, if any. •5. 5) ANSI/BOMA office area (ABOA) square feet offered. •6. 6) Ceiling height details throughout the offered space. •7. 7) Building ownership information. •8. 8) Name, address, telephone number, and email address of authorized contact. Owners, brokers, or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered.
