Hartsdale Ave. meets NY-100A Minimum ABOA Square Feet: 4,298 Maximum ABOA Square Feet: 4,513 Space Type: Office, Conference/Training, ADP/server Lease Term: 15 year, 13 year firm Offerors are encouraged to submit rates for all terms available in the AAAP for consideration against future GSA requirements. Amortization Term: 8 years for both Tenant Improvements and Building Specific Amortized Capital. AGENCY UNIQUE REQUIREMENTS The Government requires office space that is occupiable as determined by the Government in accordance with the attached post award schedule. The Government shall have access to the space 24 hours a day, 7 days a week, 365 days a year. The site shall have a minimum of 20 foot setback from the building envelope to all sidewalks, access streets, parking lots, and adjoining streets; blast film on all exterior facing windows is required. The Government shall determine if a fence is required based on a risk/vulnerability assessment of the property. The Government shall have the right to mount roof antennas. Continguous space on a single floor is required. The Government requires consideration of the following: Floor loading must be considered and the floor structurally modified, if necessary, to accomodate one 5-drawer safe; dimensions of 59"Hx18"Wx28"D; weighing 520lbs. requiring a minimum live floor load capacity of approximately 148.6 lbs. per sf t. The Government shall have the right to relocated exterior penetrations for security concerns. If the proposed site is a multi-tenant building, the other tenenats shall not be retail and shall not cater to heavy public use or heavy foot/vehicle traffic. A risk/vulnerability assessment will be conducted to determine if adjacency conflicts can or cannot be mitigated. Secure on-site or adjacent parking for ten (10) Government vehicles is required either in the form of an enclosed garage with reserved spaces and a 7' minimum vehicle clearance, or an adjacent surface lot with direct access to a building entrance and the capability of being secured with fencing, CCTV, and access control devices. The fence requirement will be determined by the Government based on a risk assessment of the property. A direct access pathway/route, with minimum exposure to the general public, to the Government's space from the parking area is required. This can be achieved via the use of a secondary building entrance, such as a loading dock, and a freight or passenger elevator with a lock-out feature. The proposed site shall have at least two means of vehicular street access to prevent the possibility of entrapment. The Agency cannot be collocated with Federal, State, local Government agencies, or private firms whose primary clientele are involved with or have ties to criminal elements. Agency cannot be collocated with schools, family medical practices, or service providers that cater to children or young adults. Agency cannot be collocated with other agencies or entities providing probation and/or parole services, halfway houses, behavioral treatment facilities, drug abuse counseling/rehabilitation programs, and similar social service and welfare type programs. Offered space and building entrances/exts are not to be located within line of sight, or the the vicinity of a school, day care center, or park. Tenant Improvement Components are detailed under Section 5 of the AAAP RLP Attachment #2 titled "Lease Contract" (GSA Form L100_AAAP) . It is highly recommended that offerors start the SAM registration process directly following the offer submission. Refer to RLP Clause 3.06. (If applicable) The Government intends to award a Lease to an Offeror of a Building that is in compliance with Seismic Standards. Section 2.03 of the Request for Lease Proposals (RLP) outlines compliance activities required for all leases in moderate or high seismic zones. HOW TO OFFER The Automated Advanced Acquisition Program (AAAP), located at https://leasing.gsa.gov/, will enable interested parties to offer space for lease to the Federal Government in response to the FY24 AAAP RLP. In addition, the Government will use its AAAP to satisfy the above space requirement. Offerors must go to the AAAP website, select the “Register to Offer Space” link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”. For technical assistance with AAAP, email LOP.help@gsa.gov. The Open Period is the 1st through the 7th of each month, ending at 7:30 p.m. (ET) unless otherwise stated by the Government and unless the 7th falls on a weekend or Federal Holiday. If the 7th falls on a weekend or Federal Holiday, the Open Period will end at 7:30 PM (ET) on the next business day. Refer to AAAP RLP paragraph 3.02 for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement. Offers cannot be submitted during the Closed Period and will not be considered for projects executed during that time period. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this advertisement and in the RLP requirements package found on the AAAP website. During an Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. The offered space must comply with the requirements in this advertisement and the RLP and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease.
