General Services Administration (GSA) seeks to lease the following space in Lacombe, Louisiana – Project No. 9LA2244 The space requirement will be designed to house a Weather Forecast Office for NOAA. The mission of the agency is to provide real-time impact-based decision support services to federal, state and local partners before, during and after severe weather, hydrologic or other critical disaster events. State: Louisiana City: Lacombe Delineated Area: Starting at the intersection of North Dixie Ranch Road & Hwy 434, travel north on Hwy 434 to Hwy 36, travel to east on Hwy 36, turn right onto Horseshoe Island Road, to a right on Peace Grove Road traveling west, turns into Horseshoe Island Road. Turn left onto Dixie Ranch Fire Tower Road, travel south, turn right onto North Dixie Ranch Road, travel west to Hwy 434, back at the starting point intersection. Minimum Sq. Ft. There are 3 structures required for the NWS mission; 1 Upper Air Inflation Building (UAIB), 1 WFO RFC Office Space, and 1 Outbuilding for maintenance & storage. In order to meet the unique mission requirements of the NWS, the Upper Air Inflation Building (UAIB) requires approximately 960 usable square feet of garage space. The site for the UAIB must have a 200ft clear radius from the center of the UAIB, in a complete unobstructed circle surrounding the building. This zone shall be smooth and level grass and/or paved area with a slight slope to allow for drainage. No obstructions will be allowed within this 200 radius. Beyond this will be a height restricted zone extending out an additional 100 feet (for a total 300 foot radius from the UAIB). No structures or trees taller than 15 feet above ground level are permitted in this zone. Also verify the hydrogen storage setback distance from occupied or flammable structures meets local building codes. No overhead Power Lines / High Voltage Electric are permitted within 800 ft of the UAIB. The facility will have a finished concrete floor 16” above final site grade and gradual slope away from UAIB blending into site plan elevations. No steps are permitted around the outside, in the path from the WFO to the UAIB, and no steps shall be within the UAIB. The site location will have a heavy duty paved driveway; to the UAIB, to the large garage roll up doors, and man-entry doors (Flush mating). Plenty of heavy duty paved surface to orientate delivery vehicles to excess the large garage rollup doors and turnaround area for delivery trucks. The WFO RFC Office Building requires approximately 12,000 usable square feet of office space. Must have 12’-0” finished ceiling height in the Operations Room to support multiple array of Monitors, and 9’-0” ceiling heights in other area. The Operations Room requires 12” recessed for the computer raised flooring. The site must be zoned for proper use, or able to be re-zoned within the timeframe to be specified in the Government’s Request for Lease Proposals. Offered space must be contiguous and have the potential for an efficient layout. All 3 structures are required to have a contiguous floor elevation on one plane with no steps, and on ground level for each structure. The space will be staffed 24 hours a day, 365 days a year. The space will require 24/7 cooling and a 100% independently redundant HVAC system separate from base building systems. Systems are required to be connected to an emergency generator. The agency requires uninterrupted access to the facility. In order to maintain operations at the Weather Forecast Office, a large Advanced Weather Information Processing System (AWIPS) Satellite Dish is required. This essential device requires an unobstructed view of the Southern skyline at a specific azimuth in order to be functional. The NWS Modernization Act requires “no degradation of services.” This was codified in the Code of Federal Regulations (CFR) as requiring 96% availability for the NEXRAD radar, which equates to only 29 hours of downtime per month. In order to meet this standard, the facility must be located in close approximation to the NEXRAD for technicians leaving the office to perform emergency repairs with minimal obstructions to reaching the radar. (Within an hours drive and without having to drive through the 500 year flood plain or the Category 5 Hurricane surge areas) Space for a 60ft Rohn tower outside of any flight paths, free of balloon launching interference, and located in the rear of the WFO RFC Office Building. Must have multiple access points outside of the 500 year flood plain. (Mission is threatened if employees cannot leave to fix the equipment.) Access to the FEMA coordination point without having to cross through the 500 year flood plain. Need to be near the FEMA coordination point at the Northshore Technical Community College located off of state road 434 for in-person Impact-Based Decision Support Services (IDSS) to FEMA as well as multiple parish emergency managers who set up their COOP sites at this coordination site during significant weather events. Preferred to be in the same power grid as a hospital. Under LA law, hospitals are the first to be reconnected to the power grid. Site must be capable of adding an on-site diesel fuel storage tank with 1,000 gallons capacity sufficient for running a generator for a minimum of 7 days. The Outbuilding Structure required is approximately 400 usable square feet of garage space. It is to be located in the rear of the WFO RFC Office Building, with fenced in area to house support vehicles, pole lighting, Overhead Garage Door 10 feet wide, with a man entry door & windows. The Government requires a fully serviced lease. All services, janitorial supplies, utilities, partitioning and tenant alterations are desired as part of the fully serviced rent. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 500 year flood plain and sea, land and overland surges modeling must demonstrate that the space is not susceptible to flooding during a Category 5 Hurricane event.
