U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: Virginia City: Norfolk Delineated Area: North: US-64 south to Northampton Blvd (Hwy 13) East: Norfolk City Limit South: Norfolk City Limit/Eastern Branch Elizabeth River West: Broad Creek to East Virginia Blvd (Hwy 58), west to Azalea Garden Road, north to US-64 Minimum Sq. Ft. (ABOA): 21,500 Maximum Sq. Ft. (ABOA): 22,575 Space Type: Office (approx. 7,000 Training) Parking Spaces (Total): 135 on-site surface spaces and up to 95 adjacent public parking spaces (city/street) within ¼ mile walking distance. Full Term: 15 years Firm Term: 10 years Option Term: One (1) 5-year renewal option Additional Requirements: Offered space must be contiguous on one floor or vertically contiguous and shall provide configuration of space that will allow for an efficient layout of space for offices, workstations and special use spaces (file, copy, storage rooms, etc). Subleases will not be considered. A fully serviced lease is required. The Government will have access to the space 24 hours a day, 7 days a week. Agency Tenant Improvement Allowance (TIA) of $41.13 / ABOA SF for all offered locations. Building Specific Amortized Capital (BSAC) Allowance of $0.00 for incumbent location, $12.00 / ABOA SF for all other locations. Offered space must meet Government requirements for fire safety, accessibility and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year flood plain. This procurement will be subject to all the rules, regulations, conditions and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement. At this time, the Government is only considering existing buildings, and will not consider new construction options. Expressions of Interest must be received in writing no later than March 15, 2021 by 5:00 PM Eastern Time, and should include the following information at a minimum: • Building name and address; • Location of space in the building and date of availability; • Rentable Square Feet (RSF) offered and full service rental rate per RSF; • ANSI/BOMA office area (ABOA) square feet offered and full service rental rate per ABOA SF; • Floor plans (as-built) identifying offered space; • Name, address, telephone number, and email address of authorized contact. Owners, brokers, or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered.
