Advertisement GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: Virginia City: Sterling Delineated Area: North: Sterling Boulevard South: Old Ox Road/Sterling Road East: Crestview Drive/Lincoln Avenue West: Pacific Boulevard Minimum Sq. Ft. (ABOA): 22,000 ABOA SF Maximum Sq. Ft. (ABOA): 23,400 ABOA SF Space Type: Office Parking Spaces (Total): 60 Parking Spaces (Surface): 60 Parking Spaces (Structured): 0 Parking Spaces (Reserved): All 60 spaces shall be reserved. Full Term: 15 Years Firm Term: 10 Years Option Term: N/A Additional Requirements: Space must be located in the above delineated area. Space must also be able to accommodate a vault. Offered space must meet Government requirements for fire and life safety, accessibility and sustainability standards per the terms of the Lease. A fully serviced lease (all utilities included) is required. Offered space shall not be in the 100-year flood plain. This procurement will be subject to all the rules, regulations, conditions and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement. The U.S. Government currently occupies office and related space in a building under an expiring lease in Sterling, Virginia. The Government is considering alternative space within the specified delineated area if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that can potentially satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and furniture and specialized equipment relocation. The Government will use the information it receives in response to this advertisement as a basis to develop a cost/benefit analysis, and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. The Government’s decision regarding whether to relocate will be based, in part, on information received in response to this notification. If the Government elects to relocate, the target date for occupancy would be approximately three (3) months from the date of this advertisement. The Government reserves the right to disregard as inadequate any responses to this notification that fail to include the property-specific information listed below as being mandatory submissions in responding to this notification. Not all minimum requirements are reflected in this advertisement. At this time, the Government is only considering existing buildings. New construction options may be considered only if the building can meet the required delivery date for occupancy. Expressions of Interest must be received in writing no later than February 8, 2021 by 5:00 PM Eastern Time, and should include the following information at a minimum: Building name and address? Location of space in the building and date of availability? For the incumbent Lessor, no Tenant Improvement Allowance (TIA) or Building Specific Amortized Capital (BSAC) will be required; minimal work will be requested of the incumbent Lessor at their sole cost and expense. For all offered properties other than the incumbent location, a full-service rental rate per ABOA SF inclusive of a Tenant Improvement Allowance (TIA) of $58.96 per ABOA SF and a Building Specific Amortized Capital (BSAC) Allowance of $25.00 per ABOA SF, both of which to be amortized over the firm term, meeting GSA’s standard building shell requirements? Date the building will be ready to begin constructing tenant improvements; Scaled floor plans (as-built) identifying offered space? Information on building ownership; and Name, address, telephone number, and email address of authorized contact. Owners, brokers, or agents may offer space for consideration.
