The U.S. Government currently occupies office and related space in a building under a lease in Syracuse, New York that will be expiring. The Government requires office and related space yielding a minimum of 17,014 ANSI/BOMA office area square feet, and a maximum of 17,864 ANSI/BOMA office area square feet. The lease term requirement is for three (3) years, with two (2) years firm. The space must be ready for occupancy by January 1, 2023. The delineated area is: North: I-690 East: I-81 South: Seymour Street, West Adams Street, East Adams Street West: N. West Street and S. West Street Other applicable requirements include the following features: Surface & Reserved parking spaces for nine (9) government vehicles. The Government is considering alternative space, if economically advantageous. Any information it receives in response to this advertisement will be used by the Government as a basis for the development of a cost-benefit analysis. Such cost-benefit analysis will be used to determine whether to compete this lease requirement or to pursue a sole-source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The alternative space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards. A fully serviced lease is required. The alternative space shall not be in the 100-year flood plain. Indicate whether the quote rental rate includes an amount for tenant improvements, and state the amount, if any, including the amortization rate, Date of space availability, Building ownership information, Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking (if any), Energy efficiency and renewable energy features existing within the building, and List of building services provided. Submissions by other than the owner of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space. In instances where the offeror is representing more than one property, the offeror is hereby notified that they may only participate in negotiations on behalf of one owner. The Government’s decision regarding whether to compete this requirement will be based, in part, on information received in response to this advertisement.
