General Services Administration (GSA) seeks to lease the following space: State: New Jersey City: Multiple Cities (see Delineated Area) Delineated Area: The city of Freehold, NJ and surrounding areas within the boundaries of: West: Smithsburg Road to Route 33 to Woodward Road to Main Street to Tennent Road to Route 9 North: Route 9 to E Freehold Road to Kozloski Road to Colts Neck Road to Route 18 to Garden State Parkway East: Garden State Parkway South: Garden State Parkway to Belmar Blvd to Main Street to Route 524 to Monmouth Road to Smithsburg Road Minimum Sq. Ft. (ABOA): 18,952 Maximum Sq. Ft. (ABOA): 19,900 Space Type: Office and Related Space Parking Spaces (Total): 80 Surface Parking Spaces, of which: • 13 are on-site reserved spaces for Government owned vehicles, • 49 must be commercially available within a walkable ¼ mile of the proposed building to be used by employees, and • 18 must be commercially available within one city block of the proposed building to be used by visitors. Full Term: 10 Years (120 Months) Firm Term: 5 Years (60 Months) Option Term: One (1), five-year renewal option Additional Requirements: • Contiguous, above-ground space is requested. • Non-contiguous space must be provided with a secure pathway (route) for connectivity between spaces. If space is on more than one floor, adjacent floors are preferred. • The Government requires a fully-serviced lease. The Government shall have access to the space 24 hours a day, 7 days a week. • Subleases are not acceptable. • Mass transit within a walkable ½ mile from the proposed building is preferred. • Offeror may be required to provide a test fit layout at the Offeror’s expense when the space offered contains certain features such as: o Narrow column spacing o Atriums, light wells, or other areas interrupting contiguous spaces o Extremely long, narrow runs of space o Irregular space configurations or other unusual building features • The Government will advise the Offeror if the test fit layout demonstrates that the Government’s requirement cannot be accommodated within the space offered. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year flood plain. Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). The U.S. Government currently occupies office and related space in a building under a lease in Freehold, NJ, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
