GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: North Carolina City: Durham Delineated Area: Beginning and the intersection of Martin Luther King Jr. Parkway and Shannon Road proceed southeast on Martin Luther King Jr. Parkway to Dixon Road. Turn left onto Dixon Road and travel north to Durham Chapel Hill Boulevard (Rt. 15). Turn right onto Rt. 15 and proceed northeast to University Drive. Turn left onto University Drive (University Drive turns into W. Lakewood Avenue) and travel northeast to S. Roxboro Street. Turn left onto S. Roxboro Street and proceed north to Interstate 85. (ABOA): 10,131 Space Type: Office Parking Spaces (Total): 4 Full Term: 20 Years Firm Term: 15 Years Additional Space Requirements: • It is preferred that the proposed building not be located near facilities such as night clubs, liquor stores, pawnshops, etc. The Building shall not be located in the immediate vicinity of any facilities identified as "hazardous materials transportation/storage facilities." Examples of hazardous locations include facilities with potential environmental threats, such as fuel storage areas, gas stations, chemical manufacturing facilities, etc. • The space shall not be located within close proximity of active railroad tracks that may compromise the sound quality of digital recordings. • The space shall not be located within ¼ mile of electrical sub-stations to avoid interference with electronic equipment. • The space shall not be located in areas zoned for industrial or warehouse use. • It is preferred that Offered space shall be located within walking distance to amenities. • Offered space shall not be located in the 100 or 500 year flood plain. • Space configuration shall be conducive to an efficient layout. Consideration for an efficient layout will include, but not be limited to, the following: size and location of interior fire (support) walls, size and number of columns, column placement, bay depths, window size and placement, convector size and placement, electrical and telephone accessibility, any angles, curves or offsets that will result in an efficient use of space. • ABOA SF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. • Space shall be located in a modern quality Building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the Space with modern conveniences. • It is preferred that the building have two (2) accessible elevators; one of which may be a freight elevator. • Contiguous space located above the first (1st) floor is preferred. • If the offered space is not contiguous on one (1) floor, then the space offered must be accessible by an internal staircase or elevator that does not require the Agency to utilize the public elevators, corridors or other means. • GSA requires approximately 3,670 ABOA (4,220 RSF) have a finished ceiling height that is a minimum of 10 ft. • It is preferred that the Building has a loading dock or loading area. • A fully serviced lease is required. • Normal Hours of Operation: 8:00 AM - 5:00 PM M-F; offered space must be accessible 24/7 • Space must meet the Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the lease. • The building must be able to comply with the Architectural Barriers Act Accessibility Standards (ABAAS) and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. • Offered building cannot have any residential tenants. • Offered building must allow roof top rights for antennas. • Other typical and special requirements as called for in the Request for Lease Proposal (RLP) package. A map of the delineated area is provided for further clarification of the Delineated Area: Expression of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration. All submissions should include the following information: (1) Name of owner; (2) Age of building; (3) Total existing gross square feet, and gross square feet per floor; (4) Site plan depicting the building and parking; (5) Floor plan and gross square footage of proposed space; (6) Identification of on-site parking; (7) Address or described location of building; (8) Location on map demonstrating the building lies within the delineated area; (9) FEMA map evidencing that the property lies outside the 100-year floodplain; (10) A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes; (11) Evidence of ownership, if building submitted by owner. Non-Owners (e.g. brokers) must provide evidence of authority granted by property owner to submit the property; and (12) Any information related to title issues, easements, or restrictions on the use of the building.
